RECOMMENDED ACTION
City Council authorize a contract with Robert M. Levy for state legislative advocacy
services in the amount not to exceed $48,500 for the period July 12, 2000 through June 30,
2001. The funds have been budgeted in FY 2000/01 Account No. 1210-8110. Authorize the
City Manager to sign all documents related thereto, subject to City Attorney approval.
Currently, the City of Santa Clarita does not contract with any firm or individual to provide
legislative advocacy efforts in Sacramento. Due to the increasing number of City projects
and programs, there is a growing need for additional state resources. This fact coupled
with the growing complexity of the numerous public and private funding opportunities, call
for professional expertise.
The objective of the lobbyist will be the following:
• Arrange for the City of Santa Clarita to participate on task forces that develop
allocation guidelines for Propositions 12 and 13 discretionary funds;
• Provide support to Santa Clarita's Transportation Funding Coordinator in
developing and implementing the state funding component for the central city
roadway system, specifically, construction money for the Golden Valley Road
flyover;
• Seek funding for the construction of the city hall parking structure;
• Explore funding options to assist in the groundwater clean up of the Porta Bella
site; and
• Search for additional funding for the City's aquatics center at the Sports
Complex.
If the contract is approved, Mr. Levy will meet with City staff and the Mayor to further
define strategic approaches to the priority projects.

FISCAL IMPACT
Funds in the amount not to exceed $48,500 have been budgeted in 2000/01 Fiscal Year
Budget Account No. 1210-8110.
