Approve letter of support.
As of 1993, the U.S. Department of Veterans Affairs (USDVA) had no plans to
construct new skilled nursing facilities in Southern California. Projections by the
USDVA, however, indicated a severe shortage of skilled nursing and domiciliary
beds by the year 2000 in Southern California. In order to address this issue,
Proposition 16 "the Veterans' Home Bond Act of 2000" was passed by the voters in
March 2000. This bond authorized $50 million in bonds to design and finance
veterans' homes in California. Out of the total bend amount, approximately $26
million was specifically designated for the construction of new veterans' homes,
including one in the City of Lancaster.
The USDVA requires a state to appropriate 1/3 of the construction costs of the
veterans' home in order to be placed on the priority one list for the 65% federal
matching funds. SB 1546 (Knight) would continuously appropriate the monies in the
Veterans' Home Bond Act of 2000, without regard to fiscal years and in an amount
not to exceed $12 million, to meet state funding requirements for the construction of
the veterans' home in the City of Lancaster. According to the author's office,
without immediate state action, the construction of the Lancaster Home will be
delayed for several years as projects from other states are placed ahead of Lancaster.

Dear Senator Knight:
This letter is to inform you that the Santa Clarita City Council voted on
June 27, 2000 to support SB 1546 (Knight).
Clearly, there is a growing need for housing assistance for older veterans
who receive only a modest income. We support the prompt construction of
the veterans' home in Lancaster, which is dependent on legislative action
to appropriate state matching funds. Without this immediate action, the
construction of the Lancaster Home will be delayed for several years as
projects from other states are placed ahead of Lancaster.

Section 1104.1 to the Military and Veterans Code, relating to
veterans affairs , and making an appropriation therefor .
LEGISLATIVE COUNSEL'S DIGEST
SB. 1546, as amended, Knight. Veterans homes: nursing care.
The Veterans' Homes Bond Act of 2000 requires the proceeds from
the sale of the bonds issued under that act to be deposited.in a
newly established Veterans' Home Fund. That act provides that upon
appropriation by the Legislature, the moneys in that fund are to be
allocated first to meet state funding requirements for the renovation
or construction of those veterans' homes identified by a Specified
statute.
This bill would continuously appropriate the moneys in the
Veterans' Home Fund, without regard to fiscal years and in an amount
not to exceed $12,000,000, to meet state funding requirements for the
construction of a veterans' home, located in the City of Lancaster,
that is identified by the same specified statute.

SECTION 1. Section 1104.1 is added to the Military and Veterans
Code, to read:
1104.1. (a) Notwithstanding Section 13340 of the Government Code,
the moneys in the Veterans' Home Fund established by Section 1103
are, subject to the limit set forth in subdivision (b), hereby
continuously appropriated, without regard to fiscal years, for the
funding of the state's matching requirement for the construction of
the Veterans' Home of California, Lancaster, as described in
paragraph (4) of subdivision (b) of Section 1011.
(b) The total amount appropriated in accordance with subdivision
(a) may not exceed twelve million dollars ($12,000,000).
