As of 1993, the U.S. Department of Veterans Affairs (USDVA) had no plans to construct new skilled nursing facilities in Southern California. Projections by the USDVA, however, indicated a severe shortage of skilled nursing and domiciliary beds by the year 2000 in Southern California. In order to address this issue, Proposition 16 "the Veterans' Home Bond Act of 2000" was passed by the voters in March 2000. This bond authorized $50 million in bonds to design and finance veterans' homes in California. Out of the total bend amount, approximately $26 million was specifically designated for the construction of new veterans' homes, including one in the City of Lancaster. The USDVA requires a state to appropriate 1/3 of the construction costs of the veterans' home in order to be placed on the priority one list for the 65% federal matching funds. SB 1546 (Knight) would continuously appropriate the monies in the Veterans' Home Bond Act of 2000, without regard to fiscal years and in an amount not to exceed $12 million, to meet state funding requirements for the construction of the veterans' home in the City of Lancaster. According to the author's office, without immediate state action, the construction of the Lancaster Home will be delayed for several years as projects from other states are placed ahead of Lancaster. The following agencies are on record supporting SB 1546: • California Veterans Board • Reserve Officers Association of the United States • County of Los Angeles; Department of Military Veterans Affairs • Lancaster Chamber of Commerce APPROVED Agenda Item, SB 1646 (KNIGHT) VETERANS HOMES: NURSING CARE June 27, 2000 Page 2 • American Legion • Veterans of Foreign Wars • Citizens Committee for the Southern California Veterans Home- Lancaster. • Bay Area & Western Paralyzed Veterans of America • Congress of California Seniors • Gray Panthers of Northern California The State Department of Finance opposes SB 1646 because it involves a continuous appropriation that is not specifically appropriated in the Budget. TERNATIVE ACTION 1. Oppose SB 1646 2. Remain neutral 3. Other action as determined by the Council. ATTACHMENTS Letter of support for SB 1646. Full text of SB 1646. Clearly, there is a growing need for housing assistance for older veterans who receive only a modest income. We support the prompt construction of the veterans' home in Lancaster, which is dependent on legislative action to appropriate state matching funds. Without this immediate action, the construction of the Lancaster Home will be delayed for several years as projects from other states are placed ahead of Lancaster. We look forward to working with you to support this important legislation. If you have any questions, please contact Maria Rountree, Intergovernmental Relations Officer, at 661-255-4384.
