RECOMMENDED ACTION
City Council to award the contract to the most qualified vendor Landata Airborne Systems
based on the results of the analysis of the proposals submitted to the City during the RFP
process. Authorize the City Manager or designee to execute all documents, subject to City
Attorney approval, for a contract not to exceed $242,531; authorize $57,531 to be
transferred from the Council Contingency Fund Account 1240-7401 to account 3110-8110
for areas to be covered outside the City boundary within the proposed Sphere of Influence.
Funding for the contract is available in the fiscal year 2000-2001 budget in accounts 3110-
8110 ($50,000), 3910-8110 ($125;000) and 4321-8028 ($10,000).
BACKGROUND
The City of Santa Clarita requested proposals and qualifications from Landata Airborne
Systems, a qualified contractor, to provide aerial photography for the production of digital
orthophotography in a format suitable for use as the base mapping for the Geographic
Information Systems (GIS) of the City.
The City last flew aerial orthophotography in 1995 and needs to update the aerial base map
as well as regenerate the current contour map files. These files are an integral part of the
City's GIS System. The base map, associated topography, and other City GIS layers will be
utilized with the aerial maps to provide analysis of potential subdivisions and annexations.
The analysis generated will facilitate well-informed decisions concerning development and
growth within Santa Clarita. The aerial orthophotography will also provide many other
uses, including visual aides for project vicinity mapping, specific area views, plazumetric
mapping (i.e. building footprints), and City map overviews. Citizens, developers and city
staff will utilize the aerial maps and generated topography to view existing land for a new
park site, school, trail or development.
The area to be covered by the mapping encompasses the area within the City boundary
(approximately 47 square miles) as well as the surrounding areas within the proposed
sphere of influence, totaling approximately 120 square miles or 77,053 acres. (see Exhibit
A) The additional funds requested to be transferred from the Council's contingency account
is necessary to expand the coverage area to include the proposed sphere of influence. Staff

believes this is an important addition so the City can easily obtain information for these
areas as annexations proceed through LAFCO.
The contractor will deliver the following photographic computer and mapping products:
• Computer files delivered on CD media of digital orthophotos for each section at a
scale of 1"=200' with a 1 -foot pixel resolution accompanied by world header files as
specified by the scope of work.
• Computer files of digital topography in 2ft contour intervals delivered on CD media
as specified.
Three vendors responded to the RFP and submitted proposals to the City. Proposals were
then evaluated based on completeness, adequacy, technical competency and suitability of
the consultant. Selection of the recommended contractor was based on qualifications,
record of performance, references from other counties or municipalities using digital
orthophoto imagery systems, ability of the contractor to meet the city's time schedule, and
total cost.
ALTERNATIVE ACTIONS
L Council may reject staffs recommendation to award the contract to the recommended
vendor and reevaluate the other qualified Aerial Mapping RFP responses.
2. Council may direct staff to reject all proposals and reopen the RFP process.
3. Council may direct staff to contract for a smaller area (just the current City boundary)
and eliminate the need to transfer funds from the Council's contingency account.
4. Other action as determined by Council.
FISCAL
Funding for the aerial contract was rebudgeted in the fiscal year 2000-2001 budget in
Planning Administration ($50,000 in 3110-8110), GIS ($125,000 in 3910-8110) and Capital
Improvement Project ($10,000 in 4321-8028). The contract will be funded through both the
General Fund and the Stormwater Utility Fund.
