SUBJECT: PROGRAM SUPPLEMENT AGREEMENT NOS. 037 AND 038 TO
STATE -LOCAL PARTNERSHIP MASTER AGREEMENT
NO. SLTPP-5450 FOR CYCLE 8 INTERCONNECT —
PROJECT NOS. 95-051 AND 95-052

RECOMMENDED ACTION
City Council approve Program Supplement Agreement Nos. 037 and 038 for signal
interconnect, Project Nos. 95-051 and 95-052; and authorize the City Manager or his designee
to execute these two agreements.
BACKGROUND
Project No. 95-051 installed a signal interconnect system along Sierra Highway from
Soledad Canyon Road to San Fernando Road. Project No. 95-052 installed a signal interconnect
system along Bouquet Canyon Road from Magic Mountain Parkway to Plum Canyon Road.
Both projects were awarded to TDS Engineering on April 22, 1997. SLTPP Cycle 8 projects had
to be awarded by June 30, 1998. The two projects were accepted by the City Council on
March 24, 1998. A master agreement has been executed between the State and the City
covering the general requirements of the SLTPP program. Subsequent program supplemental
agreements are executed for each project detailing the project scope and costs.
Upon City Council approval of the agreements specific to these interconnect projects, the City
can seek reimbursement for construction costs from the State. Resolution No. 99-50 was
executed on April 13, 1999, to provide a blanket resolution authorizing the City Manager to
execute all program supplement agreements to the Master Agreement No. SLTPP-5450 and is
attached for reference. This action eliminates processing a resolution for each program
supplement agreement, but still requires City Council approval of the agreement prior to
execution by the City Manager. The deadline for receiving reimbursement from the State for
construction costs for Cycle 8 is June 30, 2001. Payment cannot be received without execution
of these program supplement agreements.

FISCAL IMPACT
The State reimbursement of funds for the Sierra Highway Interconnect project is estimated to
be $37,674.00, and for the Bouquet Canyon Road Interconnect project, $102,019.00. Once
received, these funds can be used on any new projects.
