BACKGROUND As a condition of the approval of Tract Nos. 51931-01 and 51931-02, streetlight improvements are required. The following developers: • The Newhall Land and Farming Company, a California Limited Partnership • City of Santa Clarita • Brookfield Bridgeport PA 2 Inc. • Greystone Homes, Inc., a Delaware Corporation • Centex Homes, a Nevada General Partnership • Standard Pacific Corp., a Delaware Corporation • D.R. Horton Inc., a Delaware Corporation • Richmond American Homes of California, Inc., a Colorado Corporation • Jefferson at South River, L.P., a Delaware Limited Partnership • Jefferson at South River II, L.P., a Delaware Limited Partnership • Hanover R.S. Limited Partnership, a Texas Limited Partnership • Lowes HIW, Inc. hereinafter referred to as the "Developers," have agreed to install or provide funds for all necessary streetlight improvements as required as a condition of their tract approval and have signed a petition requesting the annexation of their territory, including the streetlight maintenance, into Santa Clarita Streetlight Maintenance District No. 1 as Annexation ��So • ni-D, Adopfed:HIM L �D� APPROVAL OF THE ANNEXATION OF TERRITORY AND THE LEVY OF ASSESSMENTS FOR SANTA CLARITA STREETLIGHT MAINTENANCE DISTRICT NO. 1 June 13, 2000 — Page 2 No. 2000-L9. This Annexation will provide for the continued maintenance of these improvements after they are installed and accepted by the City. On June 13, 2000, the City Council considered adoption of a resolution initiating proceedings for the annexation of territory into the existing streetlight district. At that time, the Developers provided the City signed and notarized petitions and assessment ballots giving their approval to the annexation of their property into the district. By signing the petition, the Developers have waived the statutory time period for holding the public hearing, noticing, and right to majority protest at the public hearing, and have submitted an assessment ballot in favor of the annexation. Thus, the public hearing for the annexation can be held on the same date as the consent calendar item initiating the annexation. It is estimated that the improvements will be accepted after July 1, 2000. The resolution annexes Tract Nos. 51931-01 and 51931-02 into Streetlight Maintenance District No. 1 as Annexation No. 2000-L9. The total proposed annual assessment is $52,287.00. The annexation of this territory is in compliance with Proposition 218. ALTERNATIVE ACTIONS 1. Do not approve the annexation. 2. Other action as determined by City Council. FISCAL IMPACT The annexation of this territory will ensure collection of future assessments from this property, which will offset the expenses incurred by the installation of the necessary streetlights for this project. This annexation will provide for the continued maintenance of these improvements after they are installed and accepted by the City. The hearing will be held by the City of Santa Clarita City Council in the City Hall Council Chambers, 23920 Valencia Boulevard, 1st floor, on June 13, 2000, at or after 6:30 p.m. The City Council, pursuant to the Landscape and Lighting Act of 1972, being a Division of the Streets and Highways Code of the State of California (the "Act"), desires to annex the territory and to levy assessments within Santa Clarita Streetlight Maintenance District No. 1. Proponents, opponents, and any interested persons may appear and be heard on this matter at that time.
