SUBJECT: SPHERE OF INFLUENCE UPDATE REPORT

RECOMMENDED ACTION
City Council to receive presentation, authorize staff to continue outreach efforts, and
appropriate funds in the amount of $25,000 from City Council Contingency Account No. 12-
7410 to Professional Services Account No. 3120-8110 to fund additional community
outreach efforts for the Sphere of Influence Proposal filed with the Los Angeles County
Local Agency Formation Commission (LAFCO).
This report summarizes the City's community outreach efforts related to the Sphere of
Influence application filed with LAFCO by the City of Santa Clarita on January 5, 2000.
Comprehensive outreach efforts to inform the public and to garner support for the proposed
Sphere have included the following:
Presentations to agencies and community groups (15 to date) resulting in 14 formal
resolutions of support;
0 Press releases and advertisements;
A survey, including a cover letter and fact sheet, mailed May 15, 2000, to all owners
of property located outside the City limits within the proposed Sphere (11,000 piece
mailing) resulting in 1,865 responses in support, and 447 responses against the
proposed sphere;
6 A special website and hotline established to inform the public and receive
community input; and
A community letter and Sphere of Influence map published in the June, 2000 issue
of the Santa Clarita Magazine, directing residents to the website and hotline.
Additional planned outreach efforts include a direct mailer to approximately 60,000 homes
(both within and outside the City limits) and full page newspaper and magazine

advertisements. Both will contain a business reply tear -off for return by Sphere supporters
and will cost approximately $25,000 to implement.
In addition, the Sphere of Influence Community Action Committee, a grass roots group, is
actively circulating petitions at community functions to support the Sphere. The
Committee, comprised of residents representing various organizations, plans to advertise
the petition in the newspaper.
The City staff and the Council LAFCO sub -committee, consisting of Council members
Kellar and Smyth, continue to meet and expand the City's overall Sphere of Influence
strategy. Other efforts include support from individual business owners, additional elected
official support, and increased media attention. It is important for the public to be aware of
the importance of the Sphere of Influence, specifIcally including the area west of Interstate
5, to the Santa Clarita Valley's future. This is one of the most important growth
management strategies the City can accomplish to ensure the City's leadership role in the
planning for the future of the valley.
This Sphere of Influence proposal is the City's third submittal to LAFCO. Earlier
applications, proposing identical boundaries slightly larger than the current proposal, were
submitted in 1989 and in 1991. In both cases, LAFCO denied the City's proposal and took
action to approve a sphere coterminous with the City's existing corporate boundary.
ALTERNATIVE ACTION
Amend or terminate proposed outreach efforts.
FISCAL IMPAC
Implementation of the proposed outreach efforts would require an appropriation of $25,000
from City Council Contingency Account No. 12-7410 to Professional Services Account No.
3120-8110.

SUBJECT: CORRECTION OF TYPOGRAPHICAL ERROR
AUGUST 22,2000 SPHERE OF INFLUENCE AGENDA REPORT (ITEM 20)
At the August 22, 2000 City Council meeting, the recommendation for agenda item 20, Sphere
of Influence Update Report, contained a typographical error regarding the account number for
the City Council Contingency Account from which funds were to be appropriated. The correct
number that should have been used in the agenda repores recommendation for the City Council
Contingency Account is 1240-7401.
The City Attorney recommended that this letter be prepared for submission to the City Clerk's
official file of record. Upon acceptance by the Clerk into the official record, funds will be
transferred from 1240-7401 to 3120-8110 in the amount of $25,000 for the purpose of Continued
Sphere of Influence outreach efforts.
