SUBJECT: SANTA CLARITA SPORTS COMPLEX BUILDING NO. I
(PHASE III), PROJECT NO. F3007 — AWARD CONSTRUCTION
CONTRACT

City Council approve the lowest bidd&s request to be relieved from their bid and reject the
second apparent low bidder due to material defects contained within their bid proposal;
waive the minor irregularity within the bid of the third low bidder and award the contract
to Baltimore Construction, Inc. for the Santa Clarita Sports Complex Building No. 1
(Phase 111), Prcdect No. F3007, in the amount of $2,385,000.00 plus a 15 percent
contingency expenditure in the amount of $357,750.00; authorize a transfer of $542,750.00
from Account No. F3009001 to Account No. F3007001; and authorize the City Manager or
designee to execute all documents, subject to City Attorney approval.
As part of the November 1998 Parks, Recreation & Community Services Master Plan for
the Santa Clarita Sports Complex, the community identified basic recreation and
community service needs for Building No. 1. The report identified neighborhood impacts,
investigated site constraints, and determined community opportunities. The report also
studied alternative solutions for this facility and recommended actions to protect the
integrity of diverse activities while forecasting, as accurately as possible, future needs.
This project will provide for the tenant improvement of Building No. 1 of the Santa Clarita
Sports Complex (SCSQ. Improvements include, but are not limited to, the construction of
an arena area, a large community room, multi-purpose rooms, a teen/arcade area, and
various recreational activity rooms. These features were identified for development in the
Santa Clarita Sports Complex Master Plan, established during Fiscal Year 1998-1999.
On June 27, 2000, the City Council authorized the advertisement for bids for this prcdect.
The City Clerles Office received and opened nine bids (Exhibit "B") on July 26, 2000.
After reviewing the bids, it was apparent that the low bidder, Moment Construction, and
the second low bidder, C -DAD, Inc., did not complete the required "Designation of

Subcontractors" bid form. This is considered a material defect in the bid process, and
therefore subjects these bids to disquafification.
Furthermore, since the bid opening, the initial low bidder, Moment Construction, has
requested to be relieved from their bid as provided under California Public Contract Code.
The third low bidder, Baltimore Construction, Inc., had a minor irregularity in their bid,
which did not constitute a material defect.
Therefore, staff recommends that the City Council waive the minor irregularity, and award
the contract to Baltimore Construction, Inc. in the amount of $2,385,000.00 and authorize a
15 percent contingency expenditure in the amount of $357,750.00. This amount is over the
allotted funds available in the budget; therefore, an additional $542,750.00 must be
transferred to the project.
ALTERNATIVE ACTIONS
1. Reject all bids and direct staff to re -bid the project. This will require approximately six
to eight weeks to accomplish and may result in higher bids.
2. Other action as determined by the City Council.
FISCAL IMPACT
Funds in the amount of $2.2 million are currently budgeted in Account No. F3007001. If
approved as recommended, staff is recommending that the City Council direct the
City Manager to transfer $542,750.00 from the Santa Clarita Sports Complex Aquatics
Center construction budget, Account No. F3009001, to the Santa Clarita Sports Complex
Community Center, Account No. F3007001. This amount will cover the bid amount in
excess of the budget plus the contingency.
