SUBJECT: SANTA CLARITA SPORTS COMPLEX BUILDING NO. 1
(PHASE IV), PROJECT NO. F3007 — AWARD CONSTRUCTION

RECOMMENDED ACTION
City Council award the construction contract for the Santa Clarita Sports Complex
Building No. 1 (Phase IV), Project No. F3007, to BEGL Construction in the amount of
$2,203,700.00 and authorize a contingency expenditure in the amount of $330,555.00;
approve a transfer of $354,255.00 from Account No. F3009001-8001 to Account
No. F3007001-8001; and authorize the City Manager or designee to execute all documents,
subject to City Attorney approval.
BACKGROUND
As part of the November 1998 Parks, Recreation & Community Services Master Plan fox
the Santa Clarita Sports Complex, the community identified basic recreation and
community service needs for Building No. 1. The report identified neighborhood impacts,
investigated site constraints, and determined community opportunities. The report also
studied alternative solutions for this facility and recommended actions to protect the
integrity of diverse activities while forecasting, as accurately as possible, future needs.
This project will provide for the tenant improvement of Building No. 1 of the Santa Clarita
Sports Complex (SCSC). Improvements include, but are not limited to, the construction of
an arena area, a large community room, multi-purpose rooms, a teen/arcade area, and
various recreational activity rooms. These features were identified for development in the
Santa Clarita Sports Complex Master Plan, established during Fiscal Year 1998-1999.
On June 27, 2000, the City Council authorized the advertisement for bids for this project.
The City Clerk's Office received and opened nine bids on July 26, 2000. On
August 22, 2000, due to non-responsive bids by the lowest bidder, Council directed staff to
re -advertise the project.

Per this direction, the City Clerk's Office received and opened four (4) bids (Exhibit "B") on
October 11, 2000. After review of the bids, staff recommends that Council award the
construction contract to BEGL Construction in the amount of $2,203,700.00 and authorize a
contingency expenditure in the amount of $330,555.00. This amount is over the allotted
funds available in the budget; therefore, an additional $354,255.00 must be transferred to
the project. .
BEGL Construction possesses a State Contractor's License and is in good standing with the
State Contractors License Board. The bid submitted by BEGL Construction was reviewed
for accuracy and conformance to the required contract documents. The references indicated
that this contractor has performed work to their satisfaction.

Funds in the amount of $2.2 million are currently budgeted in Account No. F3007001. If
approved as recommended, staff is recommending that the City Council approve the
transfer of $354,255.00 from the Santa Clarita Sports Complex Aquatics Center
construction budget, Account No. F3009001-8001, to the Santa Clarita Sports Complex
Community Center, Account No. F3007001-8001. This amount will cover the bid amount in
excess of the budget plus the contingency.
