SUBJECT: SANTA CLARITA SPORTS COMPLEX, PHASE V, PROJECT
NO. F3009 — AWARD CONTRACT FOR ARCHITECTURAL DESIGN
SERVICES

RECOMMENDED ACTION
City Council award the architectural design services contract for the Santa Clarita Sports
Complex, Phase V, Project a 0 p 9, to WLC Architects in an amount not to exceed
$506,000.00 and authorize a 10 percent contingency expenditure in the amount of
to City Attorney
and authorize the City Manager or designee to execute all documents, subject
to City Attorney approval.
As part of the November 1998 Parks, Recreation & Community.Services Master Plan for
the Santa Clarita Sports Complex, the community identified basic recreation and
community service needs for the Sports Complex site. The report identified neighborhood
impacts, investigated site constraints, and determined community opportunities. The
report also studied alternative solutions for this facility and recommended actions to
protect the integrity of diverse activities while forecasting, as accurately as possible, future
needs. At least one community meeting will occur to discuss and, if necessary, revise the
current Master Plan for this site.
This item is for the selection of an architectural design consultant to complete all remaining
design elements for the Santa Clarita Sports Complex. This project encompasses features
that were identified for improvement to the Santa Clarita Sports Complex as outlined in
the Master Plan referenced above. The items identified include the development of an
Aquatics Center consisting of a 50 -meter competition pool with bleacher seating and a
25 -meter pool with a competition diving tanks, expansion of the existing Skate Park, a
BMX/Wheel Sport Course, an Adventure play area, and miscellaneous recreation/park site
improvements. The design portion of this project will be completed by June 30, 2001.

Staff solicited design proposals from 23 firms. Nine firms submitted written proposals tc
the City. Staff evaluated all proposals in accordance with the requirements in the
Request for Proposals. From these nine firms, staff interviewed the top five design firms
(see Exhibit "C"). Staff determined that WLC Architects would best fulfill the City's needs
for the project. Therefore, staff recommends awarding the contract to WLC Architects
