HomeMy WebLinkAbout2000-08-29 - AGENDA REPORTS - STORMWATER ORD SUSMP (2)CITY OF SANTA CLARITA AGENDAREPORT CONSENTCALENDAR City Manager Item to be pre� DATE: August 29, 2000 SUBJECT: STANDARD URBAN STORMWATER MITIGATION PLAN (SUSMP) IMPLEMENTING ORDINANCE DEPARTMENT: Planning & Building Services RECOMMENDED ACTIO City Council conduct second reading and adopt an ordinance entitled "An Ordinance of the City Council of the City of Santa Clarita, California, Implem'enting the Standard Urban Stormwater Mitigation Plan of the California Regional Water Quality Control Board for the Los Angeles Region by Amending the Santa Clarita Municipal Code to Add Division 4: "Standard Urban Stormwater Mitigation Plan ", Chapter 17.90, "Staadard Urban Stormwater Mitigation Plan Implementation." On March 8, 2000 the Executive Officer of the California Regional Water Quality Control Board, Los Angeles Region approved and promulgated the Standard Urban Stormwater Mitigation Plan (SUSMP). The SUSMP requires each City, which is a permittee under the National Pollutant Discharge Elimination System (NPDES) permit in Los Angeles County to adopt an ordinance implementing the SUSMP by September 8, 2000. On August 22, 2000 Council introduced the Ordinance. It is appropriate at this time for Council to adopt the Ordinance. The SUSMP imposes many water quality related requirements on new development and redevelopment projects. An SUSMP must be prepared and implemented for any new or remodel/redevelopment project that falls into one of the following eight categories: • Single-family residence on a hillside • Commercial developments that make impermeable 100,000 square feet or more of land • Automotive repair shops a Retail gasoline outlets • Restaurants • Subdivisions of ten or more dwelling units • Development or redevelopment of sites lying within or abutting, or discharging directly to an Environmentally Sensitive Area • Parking lots Adobtbdi'4_1�. -66 Agenda Item: c --Z Me City is required to impose these requirements pursuant to State and Federal law. This ordinance and new development procedures established at the staff level will bring the City into compliance with these laws and regulations. ALTERNATIVE ACTIONS No alternatives have been identified because state and federal laws require the City to take this action. FISCAL IMPACT The implementation of these regulatory requirements will increase the cost to the City and property owners for plan review services, permitting and inspection. The costs incurred by the City are eligible for reimbursement through developer fees. These and other development related NPDES Permit compliance costs have been included in the recently revised fee study.
