HomeMy WebLinkAbout2000-09-12 - AGENDA REPORTS - TAX DEFAULT PROP ACQUISITION (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENTCALENDAR City Manager Approval Item to be presented by: Elena Galvez DATE: September 12, 2000 SUBJECT: TAX -DEFAULTED PROPERTY ACQUISITION DEPARTMENT: City Manager City Council adopt a resolution and endorse the two (2) agreements with the County of Los Angeles Treasurer and Tax Collector, for the purchase of two tax -defaulted properties identified as parcels 2836-030-045 and 2840�002-021; authorize a transfer in the amount of $1,300 from the Council Contingency Fund Account 1240-7401 to account 4321-8620 for parcel 2836-030-045; and authorize a transfer in the amount of $1,800 from the Council Contingency Fund Account 1240- 7401 to account 7320-8620 for parcel 2840-002-021. In April 2000, the County of Los Angeles Treasurer and Tax Collector informed the City of the 2000B Public Tax Auction. This process provided a list of properties that were deemed Subject to Power to Sell and were offered for sale by the Los Angeles County Tax Collector with the caveat that the acquired property be needed for public purpose. City staff conducted an investigation of those properties to determine if any may be used for public purposes. In May 2000, the City declared interest in acquiring the following two tax -defaulted properties: 1) Parcel #2836-030-045 Cost of acquisition: $969.00 (plus fees*) Purpose for acquisition: Public Roadway. This 8,258 square foot parcel will be necessary for the right of way requirements due to a proposed public street as identified on the tax assessor's map. 2) Parcel # 2840-002-021 Cost of acquisition: $1,457.00 (plus fees*) Purpose for acquisition: Park. This 2.77 acre parcel is a4jacent; to the City's river property. Therefore, this property will be necessary for the enhancement of the river. * The additional fees included are for a Lot Book Lien Report, advertising and postage charges. Adopted: Agenda Item: In July 2000, the County Treasurer and Tax Collector sent the City two Agreements to Purchase Tax Defaulted Property for parcels 2836-030-045 and 2840-002-021. The County process is to have our governing body endorse the agreement forms and return to their office for further processing along with a resolution regarding the public purpose for the acquisition of the properties. The total cost of acquisition for parcel # 2836-030-045 is $1,300 and the total cost of acquisition for parcel # 2840-002-021 is $1,800. Maintenance cost for the property is expected to be minimal and will be absorbed in the city's budget. Transfer funds in the amount of $1,300 from the Council Contingency Fund Account 1240-7401 to account 4321-8620 for parcel 2836-030-045; and transfer funds in the amount of $1,800 from the Council Contingency Fund Account 1240-7401 to account 7320-8620 for parcel 2840-002-021. ALTERNATIVE ACTIONS 1. City Council may decide not to purchase one or both of the tax -defaulted properties. 2.
