Rahman DATE: November 14, 2000 SUBJECT: TEMPORARY PARKING ALONG ORCHARD VILLAGE ROAD SOUTH OF AVENIDA RONADA DEPARTMENT: Transportation & Engineering Services S _ • u O• • • City Council adopt a resolution allowing temporary parking from November 24, 2000 to December 24, 2000, along the west side of Orchard Village Road south of Avenida Ronada, a total of 1,000 feet; direct staff to do appropriate adjustments to existing signs to effect this resolution; invoice Mr. Jim Blumel, Vice President of Frosty's Forest, Inc., for all related costs; and direct staff to require Mr. Blumel to provide appropriate traffic control on Orchard Village Road. BACKGROUND Mr. Jim Blumel, Vice President of Frosty's Forest, Inc., has requested that the City allow temporary parking on Orchard Village Road. This request is for a total of 1,000 feet along the west side of Orchard Village Road, 500 feet on each side of the entrance to Frosty's Forest, for the period beginning November 24, 2000 to December 24, 2000. Over the last several years, the City has allowed temporary parking to provide additional parking for customers during the Christmas season. Due to staffs concerns about allowing parking on a high-volume and high-speed road, the City Council in previous years requested that Mr. Blumel provide additional on-site parking spaces (Resolution No. 98-134). Staff has met with Mr. Blumel at Frosty's Forest and has determined that Mr. Blumel has provided increased parking spaces on site. However, these spaces are still not sufficient to accommodate all the parking needed during the peak periods. Therefore, on -street parking is needed. At the recent field meeting, staff informed Mr. Blumel that appropriate traffic control would be required on Orchard Village Road to provide adequate safety for both vehicles and pedestrians while temporary parking is in place. Staff also informed Mr. Blumel that Orchard Village Road is designated to be a six -lane roadway, and once the road is striped for six lanes, the City would not allow any temporary parking within the third travel lane. Mr. Blumel has indicated that once the roadway is striped for six lanes, he may have alternative plans for the use of the property. Therefore, he understands the future loss of on -street parking adjacent to the site and is not concerned about future plans at this point. Furthermore, the applicant has agreed to work with City staff to provide adequate traffic control, including cones and a flashing arrow -board, while the temporary parking is in place per the satisfaction of the City Engineer. As in previous years, Mr. Blumel has indicated that he will pay all necessary costs involved in providing temporary parking at the subject location, at an estimated cost of $183.68, which is for the City's crew to cover and uncover the "No Parking" signs. Staff anticipates bringing this issue to the City Council every year during the next few years to allow temporary parking on Orchard Village Road until the roadway is striped for six lanes. V 1. As in previous years, Mr. Blumel is required to pay for related costs to implement the resolution to allow temporary parking on Orchard Village Road. This would increase Revenue Account No. 201-6714 by $183.68, should the temporary parking be approved. This request is the same as in previous years, namely along the west side of Orchard Village Road, 500 feet north and 500 feet south of the traffic light at Dalbey Drive for the period from November 24, 2000, through December 24, 2000. We will, of course, pay the necessary fees for this permit. Frosty's Forest Christmas tree farm has been a family tradition in the Santa Clarita Valley for 21 years. We are grateful to the City for the temporary parking allowed here each year, and we are proud of the good safety record we have had when our customers park on this non -traffic lane of Orchard Village.
