Brad Therrien DATE: March 28, 2000 SUBJECT: TRACT MAP NO. 42670-02 (SANTA CLARITA BUSINESS PARK) - APPROVAL OF THE FINAL MAP DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council approve Tract Map No. 42670-02 (Santa Clarita Business Park); accept on behalf of the public the offers of dedication for public streets and easements for storm drains, grant in fee lot no. 12, and grant right to restrict direct vehicular access; make findings as follows: (a) this project is consistent with the provisions of Sections 66474, 66474.1, and 66474.6 of the Subdivision Map Act and should be approved, (b) this proposed subdivision together with the provisions for this design and improvement is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract Map No. 42670-02, which indicates that all special assessments levied by the City have been paid; and instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 42670-02, which embodies the approval of said map. BACKGROUND Tract No. 42670-02 is the second phase of Tentative Tract Map No. 42670. Tentative Tract No. 42670 was granted approval by the Los Angeles County Board of Supervisors on August 16, 1983. This phase, which is located on the south side of Golden Triangle Road east of Ruether Avenue, is owned by Spirit Properties Ltd., a California corporation. This phase includes approximately 39.2 acres to be subdivided into 12 lots of various sizes that will be developed for light industrial, business park uses, and one lot granted in fee to the City. This lot is adjacent to the Santa Clarita Sports Complex and will be utilized for the expansion of the complex. A Development Agreement for Santa Clarita Business Park between Spirit Properties Ltd., a California Corporation, dba Santa Clarita Business Park Company (SCBP) and the City was approved by the City Council on April 7, 1998 (Master Case No. 97-124, Development A P P 0 \ Q: /! Y, F-"'� 0 A,� Its ® a TRACT MAP NO. 42670-02 — APPROVAL OF THE FINAL MAP March 28, 2000 — Page 2 Agreement No. 97-001, Resolution No. 98-45, Ordinance No. 98-12), and recorded in the office of the Los Angeles County Recorder on June 5, 1998 (Instrument No. 98-951 SSRI The conditions set by the County of Los Angeles and modified through the approval of the Development Agreement have been met, and fees have been paid as indicated on the attached Fact Sheet. The developer is in negotiations with the City to pay additional fees. The recordation of this phase will start the Golden Valley Road Project Phases 2 and 3. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval. ALTERNATIVE ACTIONS No alternative actions that would conform to requirements set forth in the Subdivision Map Act are identified by staff. FISCAL IMPACT All subdivision streets will be constructed by the developer and dedicated to the City. Once they are accepted by the City, they will impact the City's Street Maintenance budget. Road Improvements: All subdivision streets are to be public streets with full improvements, including curb, gutter, sidewalk, and streetlights. School Fees: To be paid at building permit stage per agreement with the school districts.
