SUBJECT: TRACT MAP NO. 51931-03 (THE PROMENADE AT TOWN
CENTER) - APPROVAL OF THE FINAL MAP AND ACCEPTANCE OF
OFFERS OF DEDICATION

RECOMMENDED ACTION
City Council approve Tract Map No. 51931-03 (The Promenade at Town Center); accept on
behalf of the public the offers of dedication a lot in fee simple, easements for sanitary sewer,
storm drain, flood control, and ingress and egress purposes, and the right to restrict direct
vehicular access to McBean Parkway and Magic Mountain Parkway and make findings as
follows: (a) that this project is consistent with the provisions of Sections 66474, 66474.1,
and 66474.6 of the Subdivision Map Act and should be approved, and (b) that this proposed
subdivision, together with the provisions for this design and improvement, is consistent
with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3
of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8
(commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code;
instruct the City Treasurer to endorse the Special Assessment Certificate on the face of the
map for Tract Map No. 51931-03, which indicates that all special assessments levied by the
City have been paid; and instruct the City Clerk to endorse the Certificate on the face of
Tract Map No. 51931-03, which embodies the approval of said map and the acceptance of
the dedications shown thereon.
Tract No. 51931-03 is the third phase of Tentative Tract Map No. 51931. Tentative Tract
No. 51931 was granted approval by the City Council on December 18, 1997. This 43.2 -acre
tract is owned by Newhall Land and Farming Company and bounded on the south by
Magic Mountain Parkway and on the east by McBean Parkway.
This phase is being subdivided into 12 lots. The lots are being subdivided with ten
commercial/retail lots, one lot granted in fee simple to the City, and one lot for a parking
lot. Lot 12 being dedicated to the City'is a section of the River Trail system and upper
River Buffer as conditioned by the North Valencia Annexation 1 Agreement. The
conditions set by the Planning Commission have been met and fees have been paid as
indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the
City Engineer. The map is ready for City Council approval and acceptance of the
dedications.

No alternative actions that would conform to requirements set forth in the Subdivision Map
Act are identified by staff.
FISCAL IMPACT
All subdivision streets will be privately owned and maintained.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):
*Bridge and Thoroughfare Fees: $890,995.60
Transit Mitigation Fee: Not Applicable
Quimby Requirement: Not Applicable
*These amounts are subject to an increase annually in accordance with the Consumer Price
Index per the approved Development Agreement.

Tract Map Location: This tract is bounded on the south by Magic Mountain Parkway
and on the east by McBean Parkway.
Acreage: Approximately 43.2 acres.
Number of Lots: Twelve.
Use: Ten commercial/retail lots, one lot for parking lot, and one lot
granted to the City in fee simple.
Developer: The Newhall Land and Farming Company.
Quimby Fees: Not Applicable.
Road Fees: The total required Bridge and Thoroughfare fees are calculated to
be $890,995.60. An amount of $73,423.00 has been paid for Lot 11.
A remaining amount of $817,572.60 will be paid at the issuance of
the building permits for Lots 1 through 10 per the
Development Agreement, subject to an increase annually in
accordance with the Consumers' Price Index. Lot 12 is being
granted to the City in fee simple and will not require Bridge and
Thoroughfare fees.
Transit Fees: Not Applicable.
Road Improvements: All streets within this subdivision will be privately owned and
maintained.
