Brad Therrien DATE: January 11, 2000 SUBJECT: TRACT MAP NO. 52985 (BRIDGEPORT, STANDARD PACIFIC HOMES) — APPROVAL OF THE FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council approve Tract Map No. 52985 (Bridgeport, Standard Pacific Homes); accept on behalf of the public the offers of dedication for public streets, easements for sewer purposes, storm drain purposes, and the restriction of residential construction over open space lots and private streets, and abandon portions of Bridgeport Lane as shown on the map; make findings as follows: (a) that this project is consistent with the provisions of Sections 66474, 66474:1, and 66474.6 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; instruct the City Treasurer to endorse the Special Assessment Certificate on the face of the map for Tract Map No. 52985, which indicates that all special assessments levied by the City have been paid; and instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 52985, which embodies the approval of said map and the acceptance of the dedications and abandonments shown thereon. BACKGROUND Tentative Tract No. 52985 (Bridgeport, Standard Pacific Homes) was granted approval administratively by the Director of Planning & Building Services on September 22, 1999. The tentative tract is a subsequent tract of Tract No. 51931-02 approved by City Council on May 25, 1999, and Tentative Tract Map No. 51931 approved by City Council on December 18, 1997. This tract consists of approximately 16 acres, located east of McBean Parkway and north of Bridgeport Lane, and is owned by Standard Pacific Homes. Of the 90 lots being created, 80 lots will be used for single-family residential units and the remaining lots for open space and private streets. This will also allow facilities such as decorative bridge structures to be maintained by the property owners. The conditions set by the Planning Commission have been met, and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer. The map is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTIONS No alternative actions that would conform to requirements set forth in the Subdivision Map Act are identified by staff. FISCAL IMPACT All subdivision streets will be privately owned and maintained. Acreage: Approximately 16 acres. Number of Lots: Ninety. Number of Units: Eighty. Developer: Standard Pacific Homes, a Delaware Corporation. Quimby Fees: Per the Development Agreement with Newhall Land and Farming Company, the Quimby Fee requirements will be fully satisfied by the dedication of a 12.4 -acre and a 2.7 -acre park site, along with the conveyance of approximately 296 acres of the Santa Clara River with Tract Map No. 51931-02 and a two -acre park site to be dedicated by a future phase. Road Fees: Required Bridge and Thoroughfare Fees of $793,760.00 will be paid at the issuance of the building permits per the Development Agreement subject to an increase annually in accordance with the Consumers Price Index. Transit Fees: The required Transit Mitigation Fee of $8,000.00 has been paid in accordance with the Development Agreement. Road Improvements: All streets within the subdivision will be privately owned and maintained. School Fees: To be paid at building permit stage per agreement with the school districts.
