SUBJECT: UPDATE ON THE CITY'S STRATEGY TO OPPOSE THE TRANSIT
MIXED CONCRETE (TMC) PROJECT
DEPARTMENT: City Manager
Receive report regarding TMC update and provide staff with direction in response to
presentation.
BACKGROUND
City staff presented an opposition strategy for the proposed Transit Mixed Concrete mining
operation at the February 22, 2000 City Council meeting. The following is a status report on the
implementation of the ongoing opposition strategy.
Preparation of technical and background information. Staff is preparing background information
and briefing packets to support the City's argument that the Soledad Canyon site is not an
appropriate location for the proposed TMC mining operation.
• An aerial map of the site was flown on April 25.
• Helicopter photography was done on April 5.
• Informational briefing packets have been prepared, which include the helicopter photos;
GIS mapping to identify the project site; existing land uses in proximity to the site; and
future approved land uses in the City and County.
• Staff has collected information and will continue to seek data on the economics of
aggregate transportation; feasibility of an alternative site; the overall regional supply and
demand of aggregate material; and an analysis of the potential property devaluation and
community disinvestment if the proposed project begins operation.
Continue to participate in the environmental process. Staff will continue to participate in the
ongoing state and federal environmental processes.
Staff will develop a letter in response to the Planning Commission findings and TMC's
appeal.

Staff will prepare letters to Senators Feinstein and Boxer to request that the BLM
commissioner carefully consider approval of the FEIR.
Staff will continue to coordinate with BLM on the mineral rights process.
Contact L.A. County Board Supervisors. Steve Afriat, The Afriat Consulting Group, Inc., was
hired in March as the City's Los Angeles County lobbyist.
• Lobbyist and staff will monitor general lobbying efforts by TMC's lobbyist.
• Lobbyist and staff have met with the planning deputies from each of the five Supervisor's
offices. A second round of meetings will be scheduled next month.
• A meeting will be arranged between Supervisor Antonovich and City Council members.
Build coalition of support, prior to hearing by the Board of Supervisors. Staff will:
• Conduct community stakeholders meeting (May 17).
• Prepare a media strategy, which will include brochures, newspaper ads, and a link on the
City's website.
• Contact City of Palmdale for their support on the alternative site argument.
• Contact an agency stakeholder meeting (May 30).
ALTERNATIVE ACTIONS
1. Do not endorse the City's opposition strategy.
2. Provide changes to the City's opposition strategy.
3. Other action as determined by the City Council.

No direct fiscal impact to report at this time.
