SUBJECT: TOBACCO CONTROL SERVICES GRANT ALLOCATION
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
City Council establish estimated revenues of $57,468 in the Miscellaneous Grants Fund
account number 453-5054.
Appropriate $57,468 to account numbers 7444 and 7411 per Attachment A.
BACKGROUND
The City of Santa Clarits. has received a contract extension for a Tobacco Control Services
Grant from the County of Los Angeles, Department of Health Services. The extension is for
$57,468 to continue community outreach and education. The goals of the funding for
Tobacco Control Services are:
• Facilitate policy change reducing exposure to the dangers of environmental tobacco
smoke.
• Provide merchants with skills and information to comply with tobacco control laws.
• Provide information to the community, especially youth, regarding the risks of tobacco.
The City has successfully competed for Tobacco Control Services funding annually since
1997. In the past, funding has been used to educate youth on the dangers of tobacco and
environmental tobacco smoke, assist businesses to comply with the smoke-free workplace
regulations, provide employee health education to businesses, and to help merchants and
businesses comply with the rules established by the tobacco master settlement.

Decline grant funds.

The anticipated cost of this program is estimated to be $57,468, to be offset completely by
grant revenue. There is no City match required.

On February 22, 1999, your agcnc
.y responded to a Department of Health Services (DHS) Request for
Concept Papers for Tobacco Control Service Programs. An independent evaluation committee
recommended selection of your organization as lead agency fbr & tobacco service agreement for the
subject Program. Pleasit be reminded that until approval is issued by the County Board of Supervism,
this letter is not a notification or an official contract.
To expedite the contract approval Process, we have scheduled a contract negotiation session for Tuesday,
May 11 - 1999 at 9:00 am. at the Tobacco Control Program Office. 5 10 South Vermont Avenue, suite
234, Los Angeles, CA 90020.
We are recommending that your agency be funded at $s0,000 to conduct tobacco control services
Program activities as fbllows. develop policies fbr smoke free parks and the elimination of self Service
displays in the City of Santa Claritit.
The service description and recommended award, referenced above, may be diffemt dw that included
in your proposal. You will be meeting with Margaret Scott. Of my stafF, to discuss your proposed project

bring to contract negotiations a budget. reflecting the recommended funding.

ifThis is to inform you that your contract with the Tobacco Control Program (TCP) will be
automatically renewed for the July 1, 2000 - June 30, 2001 contract term. As part of the contract
renewal process, TCP Contract Managers will be meeting with you to negotiate the details of the
upcoming contract term. TCP will again be offering $5,000.00 per agency for program
development, including the creation and submission of a new action plan, budget and curriculum
for the coming contract period.
In addition, at the upcoming July 19, 2000 bi-monthly meeting, we will be introducing revised
evaluation and monthly progress report forms to be used for the new contract term. it is
mandatory that all contractors attend this very important bi-monthly meeting. Reminder notices
with a more extensive description of events will be sent to you in July.

RE: TOBACCO CONTROL SERVICE AGREEMENT, CONTRACT No. H210735 AMENDMENT
NO. I
This is to inform you that the Department is implementing Paragraph 6 "Funding/Services Adjustments and
Reallocation"of the above referenced agreement. The provision allows the County of Los Angeles Director of
Health Services or his designee, to augment up to fifteen percent (15%) of the contract budget.
rTherefore, we are augmenting your contract by $7,469 for a 15% total Maximum Obligation of $57,469 effective
April 1, 2000. The additional funds will be used to advance it work to pass an ordinance in the City of Santa

Cladta to regulate smoking in parks during concerts.
