HomeMy WebLinkAbout2000-05-09 - AGENDA REPORTS - TOWSLEY CYN ANNEX (2)AGENDA REPORT City Manager Approval Ae Item to be presented by: Jeffrey Lambert CONSENT CALENDAR DATE: May 9, 2000 SUBJECT: ADOPTING RESOLUTION AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO FILE AN APPLICATION WITH LAFCO FOR ANNEXATION 89-01 AND PREZONE 89-001 FOR THE PROPOSED ANNEXATION OF TOWSLEY CANYON TO THE CITY OF SANTA CLARITA, LOCATED OUTSIDE THE CITY LIMITS GENERALLY WEST OF INTERSTATE 5, EXTENDING APPROXIMATELY 600 FEET SOUTH OF WILEY CANYON ROAD; EXTENDING APPROXIMATELY 400 FEET NORTH OF WILEY CANYON ROAD; EXTENDING APPROXIMATELY TWO-THIRDS OF A MILE WEST OF THE OLD ROAD. DEPARTMENT: Planning and Building Services RECOMMENDED ACTION City Council to adopt the Resolution authorizing the City Manager, or his designee, to file an annexation application with the Local Agency Formation Commission (LAFCO) for the Towsley Canyon area. BACKGROUND This action authorizes the City Manager, or his designee, to file an annexation application for the Towsley Canyon Annexation consisting of 60.1 acres of uninhabited land generally known as Towsley Canyon, owned by the City of Santa Clarita. Annexation to the City is regulated by the Cortese -Knox Local Government Reorganization Act of 1985 (revised 1994) and the Local Agency Formation Commission (LAFCO). This annexation originally included 741 acres and 31 parcels and on July 14, 1998, the City Council directed staff to file an annexation application with LAFCO. Subsequent to the filing of this application with LAFCO, multiple property owners decided not to support the annexation request. Without these properties, the annexation would not have been contiguous with the existing City boundaries, which is not allowed by the Cortese -Knox Act. The annexation 4f`i'k`''-t Agenda, Item: boundaries were subsequently modified to include only the City owned property, although not contiguous with the existing City Boundaries, it is allowed by the Cortese -Knox Act. The City Council previously adopted a mitigated negative declaration and a prezone for the property included in the revised annexation application on July 14, 1998. The Storm Water Utility fee election for the project area is agendized as a separate public hearing item for May 9, 2000. In order to expedite the project, the property owner (the City of Santa Clarita) has waived all noticing requirements for the public hearing and the election required to levy stormwater drainage services fees. FISCAL IMPACT No fiscal impact analysis was conducted for this City owned property. Completion of this annexation would bring the City owned property under its municipal jurisdiction. The City of Santa Clarita, as the property owner, must successfully elect to pay from its General Fund the Storm Water Utility fee for annexation to occur. This will result in an annual fee of $374.89.
