SUBJECT: TRANSFER OF STORM DRAINS TO THE LOS ANGELES COUNTY
FLOOD CONTROL DISTRICT (LACFCD) – MISCELLANEOUS
TRANSFER DRAIN (M.T.D.) NO. 1432 (CITY CAPITAL PROJECT),
PRIVATE DRAIN (P.D.) NO. 1895, UNIT I (TRACT NO. 43528),
P.D. NO. 1962 (TRACT NO. 43116), AND P.D. NO. 2153 (TRACT
NO. 45409)

RECOMMENDED ACTION
City Council adopt resolutions for the transfer and conveyance of the storm drain improvements
for M.T.D. No. 1432, P.D. No. 1895 (Unit I), P.D. No. 1962, and P.D. No. 2153 to the Los Angeles
County Flood Control District (LACFCD) for purposes of operation, maintenance, repair, and
improvements; and direct staff to transmit a copy of this report indicating the date and action
taken, and three certified copies of the adopted Resolutions to Building & Safety/Land
Development Division at the County of Los Angeles Department of Public Works.
BACKGROUND
The construction of Miscellaneous Transfer Drain (M.T.D.) No. 1432 has been inspected and
approved by the City. The project is located along Soledad Canyon Road northeast of
Sand Canyon Road. A detailed description of the facilities is depicted on Los Angeles County
Flood Control District Drawing Nos. 43-F377.1 through 43-F377.8, on file with the Director of
the Los Angeles County Department of Public Works. The storm drains were constructed by
the City as a Capital Project in accordance with the plans on file with the City and LACFCD
(see Exhibit "A," showing the location of improvements).
The construction of Private Drain (P.D.) No. 1895, Unit I has been inspected and approved by
the City. The project is located at Soledad Canyon Road and Shangri-La Drive. A detailed
description of the facilities is depicted on Los Angeles County Flood Control District Drawing
Nos. 43-F302.1 through 43-F302.6, on file with the Director of the Los Angeles County
Department of Public Works. The storm drains were constructed by the Developer,
P&V Enterprises, in accordance with agreements and the Faithful Performance Bonds on file
with the City and the LACFCD (see Exhibit "B," showing the location of improvements). The
agreements also provide that the work shall not be deemed complete until approved, accepted
as complete, and transferred to LACFCD for maintenance.

The construction of Private Drain (P.D.) No. 1962 has been inspected and approved by the City.
The project is located at Isabella Parkway and Golden Triangle Road. A detailed description
of the facilities is depicted on Los Angeles County Flood Control District Drawing
Nos. 43-F308.1 through 43-F308.10, on file with the Director of the Los Angeles County
Department of Public Works. The storm drains were constructed by the Developer,
G. H. Palmer and Associates, in accordance with agreements and the Faithful Performance
Bonds on file with the City and the LACFCD (see Exhibit "C," showing the location of
improvements). The agreements also provide that the work shall not be deemed complete until
approved, accepted as complete, and transferred to LACFCD for maintenance.
The construction of Private Drain (P.D.) No. 2153 has been inspected and approved by the City.
The project is located in the Sand Canyon area at Condor Ridge Drive and Whitehorse Drive.
A detailed description of the facilities is depicted on Los Angeles County Flood Control District
Drawing Nos. 38-Fll.1 through 38-F11.3, on file with the Director of the Los Angeles County
Department of Public Works. The storm drains were constructed by the Developer, Crystal
Springs Partnership, in accordance with agreements and the Faithful Performance Bonds on
file with the City and the LACFCD (see Exhibit "D," showing the location of improvements).
The agreements also provide that the work shall not be deemed complete until approved,
accepted as complete, and transferred to LACFCD for maintenance.
The City and County entered into an agreement on March 14, 1989, recorded as Document
No. 89-1346418, which provides for the transfer of these storm drains. The City Council must
approve resolutions authorizing the transfer to complete the process. The transfer is then
accepted and approved by the Board of Supervisors for the LACFCD, who operates and
maintains the storm drains for public use.
