SUBJECT: WORKFORCE INVESTMENT ACT GRANT

RECOMMENDED ACTION
Accept the Workforce Investment Act Grant.
Increase estimated revenue by $263,603 in account number 453-5055 ($360,000 was
estimated in the 2000-01 budget) and appropriate in expenditure account 7446 per
Exhibit A.
Authorize City Manager, or designee, to execute any contract agreements, extensions, or
change orders arising out of this program, subject to City Attorney approval.
BACKGROUND
In July 1998, the City of Santa Clarita entered into a formal partnership with the Antelope
Valley Workforce Development Consortium to receive a Job Training Partnership Act Grant
from the County of Los Angeles.
The funding was used to establish a One -Stop Career Center in Santa Clarita. The One -
Stop Career Center is co -located with the Santa Clarita Employment Development
Department Branch and has assisted residents in finding employment. The One -Stop
Career Center is currently staffed by one coordinator and two case managers.
In 1998, the City won a competitive grant from the County of Los Angeles for federal
employment and training funding. The grant has been extended for additional years, with
the County of Los Angeles and Antelope Valley Workforce Development Consortium
determining new allocation amounts. The City of Santa Clarita received $360,309 for a
second year of grant funding for a Job Training Partnership Act Program (One -Stop Career
Center). Staff continued to work with a local community collaborative to provide job
training and employment services.
New federal legislation has been enacted to replace the Job Training Partnership Act. The
new program, the Workforce Investment Act, was implemented in the County of Los

Angeles in July 2000. An additional $263,603, for a total grant award of $623,603, has been
awarded to the City of Santa Clarita to implement the Workforce Investment Act. The
funding amount was determined by the granting agency to expand services provided and to
provide services to anyone interested, eliminating eligibility criteria. The increase in
funding is to expand services provided at One -Stop Career Centers.
Under the old program, core services (self-directed job search) were provided only for
eligible clients. With the implementation of the Workforce Investment Act, core services
will be expanded and made available to anyone, but must be tracked and staff assistance
must be available. The new service necessitates additional staff to ensure client's needs are
met. This staff will be temporary staff, hired through a temporary employment agency, and
therefore has been budgeted in Professional Services. An increase in Contractual Services
reflects additional space to be occupied by the new staff. The funding increase will enable
the Santa Clarita One -Stop Career Center to expand services and assist more people.

The total cost of this program is estimated to be $623,603, to be offset completely by grant
