HomeMy WebLinkAbout2000-11-28 - AGENDA REPORTS - ZC 17262 SIERRA HWY WARMUTH (2)CITY OF SANTA CLARITA AGENDA REPORT City Manager Approi Item to be presented NEW BUSINESS DATE: November 28, 2000 SUBJECT: INITIATION OF A ZONE CHANGE AND GENERAL PLAN AMENDMENT FOR A PARCEL OF LAND FROM RESIDENTIAL LOW (RL) TO INDUSTRIAL COMMERCIAL (IC) LOCATED AT 17262 SIERRA HIGHWAY (THE WARMUTH HONEY HOUSE). DEPARTMENT: Planning and Building Services City Council direct staff to initiate a zone change and general plan amendment for 17262 Sierra Highway and authorize the appropriation of $11,230 from the City Council contingency fund to Account No. 3120-8011 for the zone change, general plan amendment and environmental review. On October 10, 2000, the City of Santa Clarita City Council conducted a hearing on Master Case 00-021, a request for a zone change and general plan amendment from Residential Low (RL) to Industrial Commercial (IC) for a parcel of land located at 17178 Sierra Highway. On October 24, 2000, the City Council adopted a resolution and ordinance to change the zone of the subject parcel. At the meeting of October 10, 2000, Margaret Warmuth, owner of the Honey House at 17262 Sierra Highway spoke in support of the proposal and stated her property had been rezoned without her knowledge. Previously under Los Angeles County jurisdiction, the parcel was agriculturally zoned (A-1- 10,000). On June 25, 1991, the City Council adopted the General Plan of the City of Santa Clarita and certified the environmental impact report. Included in the General Plan was a land use map designating the project sites as Residential Low (RL). Residential Low (RL) which is "intended for single-family detached homes at a density of up to 2.2 dwelling units per gross acre." Mrs. Warmuth indicated to the City Council that her property should have been commercially zoned. The site is developed with an agricultural business and has operated as such since 1954. City Council APPROVED in �zna Item: directed staff to determine the feasibility of a zone change and general plan amendment for this parcel. ANALYSIS Land Uses The parcel is two acres and is developed with a single-family residence built in 1934 and a commercial building built in 1954. The Honey House has operated its retail and manufacturing of honey since construction. In addition, a honey museum is currently operated from within the building. The single-family house sits on a graded pad above the Honey House and is currently vacant. The parcel is a hillside property, although already graded and developed with a commercial building and a residence, future development would be subject to a hillside development review. The amount of square footage permitted for construction will be greatly reduced depending on the slope analysis. Parcels across Sierra Highway and to the north of the subject site are zoned for industrial commercial uses. However, the parcel immediately to the north is a single-family residence. In addition, an approved project for 253 units will soon begin construction to the south of the subject site. Other future development surrounding the parcel to the east is likely to be single-family residential with a maximum density of 2.2 dwellings per acre. FISCAL IMPACT City Council will need to appropriate $4,100 for the zone change, $630 for the initial study and $6,500 for the general plan amendment to cover the planning fees associated with changing the zone of the subject site from the City Council contingency fund. The funds would go from the contingency account no. 1240- 7401 to account no. 3120-8011 for the zone change, general plan amendment and environmental review. JJL:YPB:WKD pbs\council\00.021\honeyhouse
