PUBLIC HEARING

SUBJECT: REQUEST TO CHANGE THE ZONE AND GENERAL
PLAN LAND USE DESIGNATION FOR TWO PARCELS
OF LAND FROM RESIDENTIAL LOW (RL) TO
INDUSTRIAL COMMERCIAL (IC) LOCATED AT 17178 &
17206 SIERRA HIGHWAY. THE APPLICANTS ARE
WILLIAM & LENORE LAMBERT.

RECOMMENDED ACTION
City Council adopt a resolution adopting the Mitigated Negative Declaration, amend
the general plan for Parcel 1, introduce an ordinance approving Master Case No. 00-
021 which consists of Zone Change No. 00-001 and General Plan Amendment No. 00-
001.
An application for a zone change and general plan amendment was filed with the
Planning and Building Services Department on January 18, 2000 to allow for the zone
change and land use designation change from Residential Low (RL) to Industrial
Commercial (IC).
Staff presented the application and recommended approval of a modified project to the
Planning Commission on July 26, 2000. The Planning Commission voted 5-0 on the
proposal recommending to the City Council that they adopt a resolution approving
Master Case No. 00-021 as modified.
PROJECT DESCRIPTION
The parcels total 5.3 -acres and are located along the eastside of Sierra Highway within
the Canyon Country community of the City. Parcel 1 is 4.16 acres and parcel 2 is 1.16
acres. The parcels are currently vacant and no development is proposed at this time.
However, the applicant anticipates industrial commercial type uses for future
development of these parcels.

ANALYSIS
General Plan Amendment/Zone Change
Both parcels are zoned for Residential Low which permits single family
residential with a density of 2.2 dwelling units per acre. Changing the zone on
the parcels to Industrial Commercial would allow uses such as, manufacturing,
recycling and commercial.
Parcel 1 fronts Sierra Highway and is surrounded to the north and west (across
Sierra Highway) by industrial commercial. A single-family residence is developed
on the parcel to the south, however, the grade difference provides an adequate
buffer between the potential uses on the parcel and the residence. Allowing the
zone change on parcel 1 to permit industrial commercial uses would be consistent
with the surroundings.
Parcel 2 is surrounded in entirety by vacant residential lots with the exception of
parcel 1. Future development of these lots is anticipated to be single-family
residential. Allowing industrial commercial type uses on this parcel would create
a land use incompatibility. In addition, the parcel has severe slopes throughout
the site and is not conducive to industrial type development. Therefore, parcel 2
should remain residential.
FISCAL IMPACT
No fiscal impact is anticipated at this time.
ALTERNATIVE ACTION
1. Deny the request for a zone change and general plan amendment.
2. Other action as determined by the Council.

PUBLIC NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City of Santa Clarity to consider
a request to change the current general plan designation and zone of two parcels from the
Residential Low (RL) zone to the Industrial Commercial (IC) zone in the City of Santa Clarita.
Master Case No. 00-021 (General Plan Amendment 00-001; Zone Change 00-001). Project
Applicants are William and Lenore Lambert.
The hearing will be held by the Santa Clarity City Council in the City Hall Council Chambers,
23920 Valencia Blvd., lat Floor, on the 10th day of October, 2000, at or after 6:30 p.m.
Proponents, opponents, and any interested persons may appear and be heard on this matter
at that time. Further information may be obtained by contacting the Department of Planning
