CALL TO ORDER
Mayor Darcy called to order the special meeting of the City Council at 5:02 p.m.
ROLL CALL
All Council members were present with the exception of Councilmember Ferry.
PUBLIC PARTICIPATION
There was none.
CLOSED SESSION
"— Carl Newton, City Attorney, advised of the need to conduct a Closed Session for the
purpose of holding a:
CONFERENCE WITH LEGAL COUNSEL — Potential Litigation
Government Code Section 54956.9(c) — one matter
RECESS AND RECONVENE
Mayor Darcy recessed the meeting to Closed Session at 5:04 p.m. and reconvened
the meeting at 6:48 p.m.
CITY ATTORNEY ANNOUNCEMENT
Carl Newton, City Attorney, announced that in Closed Session, no action was taken
that was required to be reported.
ADJOURN
Mayor Darcy adjourned the special meeting of the City Council at 6:50 p.m.
CITY CLERK'S ANNOUNCEMENT
Sharon Dawson, City Clerk, announced that anyone wishing to address an item on
the agenda should fill out a request to speak and submit it to the City Clerk before
the item is announced by the Mayor.

Mayor Darcy gave the invocation.

Mayor Darcy called to order the adjourned meeting of the City Council at 6:52 p.m.

ITEM 1
CONSENT CALENDAR
READING OF ORDINANCE TITLES
By listing the ordinance titles on the public agenda and placing an item on the
Consent Calendar for Council to waive further reading of all ordinances whose titles
appear on the public agenda, this reading requirement is satisfied once Council
approves the Consent Calendar item. Determine that the titles to all ordinances
which appear on this public agenda have been read and waive further reading.
ITEM 2
CONSENT CALENDAR
STANDARD URBAN STORMWATER MITIGATION PLAN (SUSMP)
IMPLEMENTING ORDINANCE
Amelia Rietzel, Environmental Services Coordinator, reported that on August 22,
2000, Council introduced the ordinance. It is appropriate at this time for Council to
adopt the ordinance. Adopt an ordinance entitled: "AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, IMPLEMENTING
THE STANDARD URBAN STORMWATER MITIGATION PLAN OF THE
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD FOR THE LOS
ANGELES REGION BY AMENDING THE SANTA CLARITA MUNICIPAL CODE
TO ADD DIVISION 4: "STANDARD URBAN STORMWATER MITIGATION
PLAN", CHAPTER 17.90, "STANDARD URBAN STORMWATER MITIGATION
PLAN IMPLEMENTATION."
Motion by Smyth, second by Weste, to approve the Consent Calendar.
On roll call vote:
Ayes: Ferry, Kellar, Weste, Smyth, Darcy
Noes: None
Absent: None
Motion carried.

ITEM 3
UNFINISHED BUSINESS
PRESENTATION BY TRANSIT MD{ED CONCRETE (TMC)
Transit Mixed Concrete has requested an opportunity to present to the City Council
their proposal for an aggregate mining operation in Soledad Canyon. It is important
to reiterate that the City of Santa Clarita has no jurisdiction over the approval of
this project.
On behalf of TMC, those addressing the Council were Don Newquist, Vice President
of Southdown Inc., parent company of TMC, who introduced Dr. Henry Gong (doctor
of pulmonary medicine), Dr. Marlon Boarnet (planning and economics consultant),
and John Hecht (West Coast Environmental & Engineering), Randy Thompson
(Southdown Inc.), Tom Powell (Director of Operations), Kerry Shapiro (attorney). A
video summarizing the project was shown. In response to questions from the City
Council, representatives provided additional information on environmental
responsibility, Santa Clara River issues, project alternatives, environmental and
visual resource effects, and economic viability. A packet of information on the
project was submitted.
Members of the public addressing the Council were Tana Lampton representing
NHC of Act.; Diane Terito representing the Agua Dulce Town Council; Sydell Stokes
representing the Sierra Club; Jonathan Truong representing SAFES; Connie
Worden-Roberts representing the SCV Chamber and Valencia Industrial Assn.;
Valerie Thomas representing the Newhall County Water District; Allan Cameron
representing Comprehensive Development Consulting; Jackie Skelley who yielded
her time to Allan Cameron; John Skelley, Sid Gold; and Marsha McLean
representing the SCV Canyons Preservation Committee.
Council received presentation.
ADJOURNMENT
Mayor Darcy adjourned the meeting at 7:20 p.m.
A regular City Council Study Session will be held on September 5, 2000, at 5:30
p.m., Century Room, 1" floor of City Hall, 23920 Valencia Blvd., Santa Clarita, CA.
The next regular meeting of the City Council will be held Tuesday, September 12,
2000, at 6:30 p.m. in the Council Chamber, 1" floor of City Hall, 23920 Valencia
Blvd., Santa Clarita, CA.
