Call To Order: 5:30 p.m.
Roll Call: All Councilmembers were present.

ITEM 1 2000 / 2001 BUDGET AND CAPITAL IMPROVEMENT PROGRAM —
George Caravalho, City Manager, provided an overview of the budget and
introduced Ken Striplin and Kevin Tonoian, Management Analysts, who
presented the proposed 2000 / 2001 budget and capital improvement
program. In response to questions, Barbara Boswell, Accounting Manager,
provided additional information.
Rick Putnam, Director of Parks, Recreation and Community Services
outlined the department's budget requests and capital items.
Council questions and concerns: the status of the arts master plan
recommendations; funding a position to pursue arts funds; providing more
playing fields; adding another PLAY site to the budget; pursuing the
acquisition of open space properties; partnering with the schools for field
space; supporting the VIDA program for at -risk youth; including 2 additional
schools for the "Every 15 minutes program in the budget; looking at trails in
Sand Canyon and Placerita Canyon; looking at trails/paseos/bridges in
Saugus.
Terri Maus, Director of Field Services, outlined the department's budget
requests and capital items.
Council questions and concerns: how constituents get sidewalks installed;
having more public art and adding to the mural in City Hall.
Mayor Darcy called for public participation.
Addressing the Council was Ed Colley with a request from Pleasantview Industries for
money to purchase a building; Effie Bird urging that the City have a full-time prosecuting
attorney; Steve Neal supporting the Aquatics Center; Brian Roney supporting the Aquatics
Center; Steve Terwiliger supporting the Aquatics Center; Susan Ostrom regarding various
budget items; Tim Ben Boydston urging that the City follow the Cultural Arts Master Plan
recommendations; Peter Pocock in support of the Arts Alliance; and an unidentified woman
supporting the Aquatics Center.
Mayor Darcy adjourned the meeting at 8:16 p.m.
