June 6, 2000
Call To Order: 5:30 P.M.
Roll Call: All Councilmembers were present with the exception of
Councilmember Kellar who entered at 5:35 p.m. and Mayor Darcy who
entered at 5:37 p.m.
Flag Salute: Was led by Councilmember Ferry
ITEM 1 2000 / 2001 BUDGET AND CAPITAL IMPROVEMENT PROGRAM
George Caravalho, City Manager, introduced Jeff Lambert, Director of
Planning & Building Services, and Tony Nisich, Director of Transportation
&Engineering Services, who outlined the departments' 1999/2000
accomplishments and 2000/2001 budget requests and capital items.
Council questions and concerns: whether we are allocating enough dollars for
the sphere of influence, annexation services, and open space policy; Protecting
natural right-of-ways in the circulation plan; focusing energy on one section
and getting a road across the valley; being ready with projects &costa to
aPP1Y for grants; pursuing funds available for ibads; the'top b traffic lights on
the priority list; and funding for crossing guards, the veterans' memorial,
diaper recycling.
Council consensus to say a cross -valley road is a priority.
Mayor Darcy called for public participation.
Addressing the Council was Charmain Posten regarding the status of the EIS and City
budget for TMC; Connie Worden-Roberts regarding roads and the acquisition of new buses;
and Sally Angel regarding funding for the Santa Cl

Council consensus to hold another study session on the budget at 4:30 p.m. on June 20,
2000.
Mayor Darcy adjourned the meeting at 7:25 p.m.
