September 5, 2000
Call To Order: 5:35 p.m.
Roil Call: All Councilmembers were present.
Flag Salute: Was led by Councilmember Kellar
ITEM 1 CENTRAL CITY ROADS PROGRAM — Tony Nisich, Director of
Transportation & Engineering Services, provided an overview of the
program. Mark Yamarone, Transportation Coordinator, provided information
on seeking funds at a regional level and the major investment study involving
the I-5 and SR 14 freeways. Robert Newman, Assistant City Engineer,
provided information on the roadway network segments and distributed a
working draft of the Project Fact Sheet on each segment and provided an
updated map.
Council questions and concerns: spending time and money on roads the
community doesn't want of need; correlating each project with
availablelobligated money; acquiring leverage to obtain funds to build roads;
focusing on the roads we want and need; why Golden Valley Road and Santa
Clarita Parkway are needed when they seem to go to the same place and are
so close together.
George Caravalho, City Manager, outlined the history related to building
roads since the city's incorporation and explained the shifting priorities over
the years. Staff understands Council wishes to proceed with Golden Valley
Road, the Via Princessa connection and Newhall Ranch Road to Golden
Valley. Staff would be happy to meet with Councilmembers on an informal
basis to go over the program plan.
Mayor Darcy called a recess at 6:38 p.m. and reconvened the Study Session at 6:45 p.m.
ITEM COUNCIUMANAGEMENTMEADERSBIP TRAINING UPDATE -
George Caravalho, City Manager, reviewed the activities including the City
Council Team Building Workshop, the Management Staff Planning Retreat,
and the CIP Partnership Workshop.
Council questions and concerns: various items contained in the agenda
report; suggested changes to norms and procedures from other cities to
incorporate into our norms and procedures; how to notify the public so they
know the procedures (perhaps include a separate packet with info on table);
and utilizing the deputies during recesses during Council meetings.

George Caravalho, City Manager, indicated staff would bring back a
resolution at a future Council meeting on the Consent Calendar for Council
adoption.
Mayor Darcy called for public participation.
Addressing the Council was John Steffen regarding Robert's Rules of Order, public
comments, ADA compliance and use of the microphone; Jean Rucker regarding the
Valley/Calgrove barricade; and Annette Lucas regarding Valley/Calgrove and state funding
for roads.
Mayor Darcy adjourned the meeting at 8:19 p.m.
