Call To Order: 5:34 p.m.
Roll Call: All Councilmembers were present.

ITEM 1 PORTA BELLA CLEAN-UP, RESTORATION & DEVELOPMENT
PROJECT — George Caravalho, City Manager, provided an overview of the
project and introduced Greg Trimarche, special legal counsel, who has just
been brought into the project for his expertise in dealing with brownfields.
Jeff Lambert, Director of Planning & Building Services, and Lisa Hardy,
Associate Planner, coordinated a computer slide presentation including who
the primary stakeholders are; community issues & questions; ongoing
cooperative effort; entitlement history; community benefits; conditions of
approval and the resulting paradox; and current events. Representatives of
the DTSC Team, Nancy Carder, Tedd Yargeau and Dr. Charles Miller,
discussed the site mitigation process; types of certification; the operable unit
concept; remedial investigation; risk assessments; ordnance clearance
procedures; and provided an operable unit update. Myla Bobrow,
representing the property owner, Santa Clarita LLC, discussed the role of the
property owner; the Porta Bella Team; accomplishments to date; an
environmental update; phased development; and community benefits.
Council questions and concerns: City Attorney involvement; grading process
and depth; rationale behind the 1995 Council decision on conditions of
approval; city liability; what happens if the property owner cannot proceed
with cleanup; siting a school on the property; phasing and building on
operable units that have been completed; and whether DTSC indemnifies
against future risks.
Councilmember Weste referred to a letter from DTSC and requested copies
be provided to all Councilmembers.
In response to staffs requests, Council suggested that additional
stakeholders include all homeowner associations in the valley, State Fish &
Game, other elected officials and that future topics include city liability,
groundwater, a cost/benefit analysis of needed infrastructure and financial
interests.

Mayor Darcy called for public participation.
Addressing the Council was Connie Worden-Roberts representing the Community Advisory
Group (CAG) regarding the perchlorate issue and methodology for cleanup, the change in
the road network as a result of Golden Valley Road, and the health and safety study for
cleanup; John Steffen regarding the Metrolink Station; Carl Kanowsky regarding liability
and the financial assets of Santa Clarita LLC; Effie Bird regarding the City of Torrance
being held liable in a similar situation; Bill Cooper regarding the time involved for cleanup
of the groundwater and making OU7 a higher priority, and Cam Noltemeyer representing
Committee for Safe Schools regarding problems with the Golden Valley High School site.
Mayor Darcy adjourned the meeting at 8:02 p.m.
