HomeMy WebLinkAbout2000-05-09 - RESOLUTIONS - EDUCATIONAL FACILITY NEEDS LCC (2)RESOLUTION NO. . 00-55 RESOLUTION TO SUPPORT LOCAL GOVERNMENT AUTHORITY TO ADDRESS EDUCATIONAL FACILITY NEEDS WHEREAS, investing in education is crucial, if we are to prepare our children for the challenges of the future. WHEREAS, there is a need to build new classrooms to facilitate class size reduction so our children can learn basic skills in an environment that ensures that California's commitment to class size reduction does not become an empty promise. WHEREAS, it is necessary to require new development to more equitably and adequately fund the construction of new school facilities. WHEREAS, there is a tremendous need for new school facilities to meet increased enrollment demand of our ever-growing youth population. WHEREAS, SB50 restricts the ability of municipalities to fully address the unique needs and challenges of their communities, and mitigate environmental effects of a development project on school facilities beyond payment of statutory impact fees. WHEREAS, it is necessary to achieve 100 percent mitigation of the school facilities through all avenues available. authority. WHEREAS, SB50 restricts municipality ability to fully exercise its land use WHEREAS, local governments, school districts, and developers must have the ability to work together to develop processes to determine the most advantageous siting and funding of school facilities. WHEREAS, local government has the ability, knowledge, and resources to work in concert with school districts, developers, the state, and all stakeholders to provide necessary services and basic facility needs. NOW, THEREFORE, BE IT RESOLVED AND ORDERED BY THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, STATE OF CALIFORNIA: 1. By the General Assembly of the League of California Cities assembled in the Annual Conference in Anaheim September 9, 2000, that the League support legislation to provide for local governments ability to work in partnership with school districts, the state, and developers to further refine the scope of SB50 to adequately fund educational facilities based on a process which recognizes the wide spectrum and diversity of educational facility needs throughout our communities. Furthermore, that the League of California Cities provide funding and technical support for a task force to develop and suggest refinements to SB50, which would allow municipalities a greater role and flexibility in mitigating impacts of development, and ensure that school facilities are available commensurate with the needs of the incoming population of new development.
