A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA,
DECLARING THE CITY'S SUPPORT FOR ENERGY
EFFICIENT RESIDENTIAL BUILDING PRACTICES
WHEREAS, the City Council has requested that staff investigate and
recommend "green building" initiatives, policies, and construction standards in order
to ensure that the City of Santa Clarita follows sustainable policies and practices;
and
WHEREAS, new housing starts in Santa Clarita are considerably higher
than past history, and are expected to outpace the national average through the year
2010; and
WHEREAS, local demand for electricity has grown substantially, and it is
expected that demand for electricity will continue to grow in the near future to
support a growing population and building needs; and
WHEREAS, energy efficient
way to enhance our environment by
® conserving natural resources; and
design strategies for residential homes are one
improving air quality, reducing pollution, and
WHEREAS, it is vital for our community to innovate the way we build, and
incorporate energy efficient strategies into future building practices; and
WHEREAS, the City seeks to promote innovative methods and state-of-the-
art technologies used in the design and construction of new residential buildings
within the city, in order to bring our energy consumption and natural resources in
line with our sustainability goals; and
WHEREAS, it is the general desire of the City Council to ensure that new
residential construction is built responsibly, with minimum adverse economic and
environmental impacts; and
WHEREAS, time, financial and recognition incentives have been proven to
spur green building innovation in. other cities across the United States; and
WHEREAS, homebuilders joining the Community Energy Efficiency Program
will invest significant amounts of money into residential energy efficiency
technologies that ultimately benefit the citizens of Santa Clarita, and the City of
Santa Clarita desires to stimulate these homebuilders to "build greener" through a
short-term, two-year financial incentive; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa
Clarita, California, as follows:
SECTION 1. That the above recitations are true and correct.
SECTION 2. That the City of Santa Clarita supports a commitment to
energy efficient residential building practices, and will provide leadership and
guidance in promoting, facilitating, and instituting such practices in the community.
SECTION 3. That the City of Santa Clarita supports the Community Energy
Efficiency Program as an effective method to help meet long-term community
economic and environmental goals.
SECTION 4. That the City implement the Community Energy Efficiency
Program and administer the participation incentives as directed by the City Council.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Santa
Clarita City Council held on the 9th day of May 2000 by the
following vote, to wit: /
