A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA
APPROVING GENERAL PLAN AMENDMENT NO. (98-002B)
AN AMENDMENT TO THE CIRCULATION
ELEMENT - (MASTER CASE NOS. 98-183, 99-055)
FOR THE PURPOSE OF ALLOWING MODIFICATIONS
TO STANDARD HIGHWAY CROSS SECTIONS
IN SPECIFIC PLAN AREAS THROUGH AN ADOPTED SPECIFIC PLAN.
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. The City Council does hereby find and determine as follows:
a. On June 25, 1991, the City Council adopted Resolution No. 91-98, adopting the General
Plan of the City of Santa Clarita and Certifying the Environmental Impact Report.
b. In November 1992 the City Council adopted General Plan Amendment 92-02 (Master
Case No. 92-154) that revised the Circulation Element text for clarity and added the
Lyons Avenue Extension as a planned arterial roadway with a connection to Sierra
Highway (through Dockweiler Drive.)
C. On December 9, 1997, the City Council adopted Resolution No. 97-144 (Master Case No.
97-111, Previous Master Case No. 93-198), a comprehensive amendment to the
Circulation Element for the purposes of removing portions of planned limited access
expressway SR -126 through the City and to identify a new east -west route through the
City center.
d. The City Council has certified the Final Environmental Impact Report (SCH# 98111201)
for the project and has adopted a Statement of Overriding Considerations (SOC) for this
project in accordance with CEQ,A by separate resolution.
e. The Planning Commission held duly noticed public hearings on the North Valencia 2
Annexation and North Valencia No. 2 Specific Plan and related entitlements including
the Circulation Element amendment on March 30, 1999 and continuing on April 6, April
15, April 20, April 29, May 4, May 13, May 18, June 15, June 17, June 29, July 8, July
15, July 20, 1999, August 10, 1999, September 2, 1999, September 9, 1999 and
September 16, 1999. The Planning Commission closed the public hearing on
September 16, 1999 and continued the item to the meetings of September 21, 1999 and
September 28, 1999 for the purposes of finalizing their recommendation to the City
Council. On September 28, 1999, the Planning Commission adopted a recommendation
that the City Council certify the Final Environmental Impact Report and adopt various
entitlements, including an amendment to the Circulation Element.
f. The first City Council public hearing for the North Valencia No. 2 Specific Plan and
related entitlements including the amendment to the Circulation Element and for the
Reso.

North Valencia 2 Annexation was duly noticed and held on October 26, 1999. The City
Council public hearing was advertised in an 1/8 page display ad in the Signal on October
5, 1999, through on-site posting 14 days prior to the hearing, and by direct first-class
mail to property owners within the North Valencia No. 2 Specific Plan project area and
within 500 feet of the project area. Property owners within the adjacent potential North
Park Annexation area and within 500 feet of the North Park Annexation also received
direct first-class mailing of the public notice.
g. The City Council continued the public hearings on the project to November 9, 1999,
November 23, 1999 and November 30, 1999. With the exception of the public hearing
on November 30, 1999, these hearings were held at or after 7:00 p.m. at the City Council
Chambers, 23920 Valencia Boulevard, Santa Clarita. On November 30, 1999, the City
Council held a special meeting beginning at 3:00 p.m. in the City Council Chambers,
23920 Valencia Blvd., Santa Clarita for the purpose of taking a site tour of the North
Valencia 2 project area. This tour was open to the public. Immediately following the
tour the Council closed the public hearing portion of the project and continued this item
to the regularly scheduled City Council meeting of January 11, 2000 for the purposes
of considering approval documents for this project.
h. The Circulation Element identifies cross sections for major, secondary and limited
secondary highways. The purpose of this amendment is to allow for modification of these
standard major, secondary and limited -secondary highway cross sections for portions of
these roadways located within Specific Plan areas and where highway cross sections are
specified in a corresponding approved Specific Plan. Specific Plan modified major,
secondary and limited -secondary cross sections must provide adequate lane capacity,
pedestrian walkways, bikeways, and landscaping. The Circulation Element Amendment
is consistent with the objectives of the General Plan.
SECTION 2. Based upon the testimony and other evidence received, and upon studies
and investigation made by the Planning Commission and by the City Council and on its behalf,
the City Council further finds and determines that the proposed General Plan amendment is
consistent with the goals and policies of the adopted General Plan, and that the proposed
amendment complies with all other applicable requirements of state law and local ordinances.
SECTION 3. The City Council has certified the Final Environmental Impact Report
(SCH# 98111201) for the project and has adopted a Statement of Overriding Considerations
(SOC) for this project in accordance with CEQA by separate resolution.
SECTION 4. Based upon the foregoing, the City Council resolves the following:
a. The Circulation Element shall be amended as follows:
Under the Master Plan of Arterial Highways (MPAH) discusssion, add the following as
the third paragraph under this heading (Page C-27 of the December 1997 version of the
Reso.

Circulation Element):
"The Circulation Element identifies cross sections for major, secondary and limited
secondary highways. These highway cross sections may be modified within Specific
Plan areas where the corresponding Specific Plan specifies different highway cross
sections. Specific Plan modified major, secondary and limited -secondary cross sections
must provide adequate lane capacity, pedestrian walkways, bikeways, and landscaping."
SECTION 5. The City Clerk shall certify the adoption of this Resolution.
