A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA CLARITA, CALIFORNIA,
RECOMMENDING APPROVAL OF GENERAL PLAN AMENDMENT N0.99-002
(MASTER CASE NO. 99-190) AMENDING THE AIR QUALITY ELEMENT
OF THE GENERAL PLAN FOR THE CITY OF SANTA CLARITA
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Santa Clarita (hereafter "City"), hereby
makes the following findings of fact:
A. On June 25, 1991, the City Council adopted Resolution No. 91-88, approving and'
certifying the Environmental Impact Report for the General Plan and adopting
the General Plan for the City of Santa Clarita.
B. On July 28, 1999, the City of Santa Clarita hosted a noticed public Community
Workshop on proposed General Plan Amendment No 99-002. This Community
Workshop was held from 4:00 — 6:00 P.M. at City Hall, Century Room, 23920
Valencia Boulevard, Santa Clarita.
C. On October 5, 1999, the Planning Commission of the City of Santa Clarita
conducted a duly noticed public hearing on proposed General Plan Amendment
No. 99-002. This hearing was continued to the Planning Commission meeting of
October 19, 1999. The Planning Commission recommended approval of a
negative declaration and General Plan Amendment 99-002 by adopting
Resolution P99-026.
D. On November 9, 1999, the City Council of the City of Santa Clarita, conducted
a duly notice public hearing on the proposed General Plan Amendment No. 99-
002. The.pubhc hearing was held on or after 6:30 p.m. at City Hall, Council
Chambers, 23920 Valencia Boulevard, Santa Clarita. The Council continued the
public hearing to the meeting of February 8, 2000 at the same place and time.
E. The City Council adopted the Initial Study and Negative Declaration prepared
for General Plan Amendment No. 99-002,
F. The City Council fully considered the Planning Commission recommendation and
all testimony and evidence regarding proposed General Plan Amendment No. 99-
002.
G. Proposed General Plan Amendment 99-002 would update the Air Quality
Element Goals, Policies and Exhibits. The proposed changes will be
implemented throughout the City of Santa Clarita planning area.
H. Based on the information provided, the proposed General Plan Amendment 99-
002 would not have an impact upon provisions of affordable housing or open

space.
SECTION 2. Based upon the testimony and other evidence received, and upon studies
and investigations made by the City Council and on its behalf, the City Council finds and
determines that the proposed General Plan Air Quality Element Amendment No. 99-002 and
its implementation features are consistent with the goals and policies of the adopted General
Plan, and that the proposed amendment and its implementation features comply with all other
applicable requirements of state law and local ordinances.
SECTION 3. The City Council of the City of Santa Clarita has adopted a negative
declaration for this project in compliance with the California Environmental Quality Act
(CEQA).
SECTION 4. The City Council of the City of Santa Clarita has reviewed and considered
the evidence and testimony provided at the public hearing and has reviewed and considered the
proposed General Plan Amendment No. 99-002. Based upon the evidence and testimony
received and the findings set forth in this Resolution, the City Council hereby takes the
following action:
A. Approves and adopts the General Plan amendment as set forth in Exhibit A,
attached hereto and incorporated herein by this reference.
SECTION 5. The City Clerk shall certify the adoption of this Resolution.
SECTION 6. This resolution shall be effective immediately upon its adoption.
