A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, CALLING FOR A 180 -DAY COMMENT PERIOD FOR THE LOS
ANGELES INTERNATIONAL AIRPORT MASTER PLAN AND ENVIRONMENTAL
IMPACT REPORT AND ENVIRONMENTAL IMPACT STATEMENT
WHEREAS, Los Angeles World Airports (LAWA) is expected to release its preferred
alternative and Draft Environmental Impact Report (EIR) and Draft Environmental Impact
Statement (EIS) on its plan to double the passenger capacity and triple the cargo capacity
of Los Angeles International Airport (LAX) this month or next; and,
WHEREAS, the impacts of such a grand plan for expansion will be enormous. Airspace
safety has not been adequately insured with the proposed increase in flights and increase in
size of aircraft. Air quality and traffic impacts will affect the entire Los Angeles Basin.
Noise impacts will increase beyond their already insufferable levels for local residents. The
environmental justice impacts alone are enough to make anyone question this project; and,
WHEREAS, residents all over Southern California are properly concerned about the
impacts of expansion at LAX on their communities. Many fear that the Draft EIR and
Draft EIS will not adequately address their concerns; and,
WHEREAS, although LAWA has spent over 7 years, and tens of millions of dollars on
consultants to prepare this report which is expected to be over 6,000 pages long, LAWA has
not yet announced the time they propose to offer the public for comment on the Draft EIR
and Draft EIS. It could legally be the minimum time allowed under the California
Environmental Quality Act — 30 days; and,
WHEREAS, LAWA expects to receive thorough and exhaustive comments from a large
number of technical experts, including various universities, Los Angeles Unified School
District, official technical agencies from across the nation, environmental and
environmental justice leaders, and professional economists and engineers. These experts
should not be expected to actively review, and clearly comprehend over 6,000 pages of --
technical documents in 30 days, as well as create and send in-depth comments.
Furthermore, these comments will be invaluable in assisting LAWA, the Board of Airport
Commissioners, and the City Council in making the best decision possible on whether to
proceed with this monumental project; and,
WHEREAS, the combined factors of regional importance, public controversy and the length
and scope of the environmental documents present "unusual circumstances" warranting
and necessitating an extended public review for the Draft EIR and Draft EIS;
NOW THEREFORE, BE IT RESOLVED, THAT THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA requests that the Department of Airports be requested to offer a 180 -
day comment period to the general public upon release of the Draft EIR and Draft EIS of
the proposed expansion of Los Angeles International Airport.
