A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA CLARITA, CALIFORNIA,
APPROVING THE MITIGATED NEGATIVE DECLARATION
PREPARED FOR THE TRANSIT MAINTENANCE FACILITY,
CAPITAL IMPROVEMENT PROJECT NO. FO003
(MASTER CASE NUMBER 00-082)
WHEREAS, the City Council of the City of Santa Clarita (hereafter "City") hereby makes
the following findings of fact:
A. The City of Santa Clarita proposes to acquire through purchase approximately 11.4 to
12.3 acres of land and to construct an approximately 72,000 -square -foot facility for the
maintenance, operations, and administrative functions of the City's transit fleet.
B. On March 28, 2000, the City Council of the City of Santa Clarita conducted a public
meeting and considered the proposed Mitigated Negative Declaration prepared for the
Transit Maintenance Facility Project, CIP No. F0003 (Master Case No. 00-082). The
public meeting was held on or before 6:30 p.m. at City Hall, Council Chambers,
^— 23920 Valencia Boulevard, Santa Clarita, California.
C. This proposal is determined to be a project per the California Environmental Quality
Act (CEQA) and has been reviewed pursuant to its provisions. A Mitigated Negative
Declaration has been prepared for the project based on the findings of the Initial Study,
dated February 17, 2000, and the following determinations: that although the project
could have a significant effect on the environment, there will not be a significant effect
in this case because mitigation measures described in the Initial Study/Mitigated
Negative Declaration, on file, shall be added to the project; that the project will not
impact resources protected by the California Department of Fish and Game; and that
a finding of de minimus impact on such resources is appropriate.
WHEREAS, based upon the above findings of fact, and upon studies and investigations
made on behalf of the City Council, the City Council further finds as follows:
A. Based on the Initial Study, the project does not have the potential to adversely affect
the environment or,resources under the protection of the California Department of Fish
and Game, and no significant impacts are anticipated to result from the Transit
Maigtenance Facility Project, CIP No. F0003.
B. A proposed Mitigated Negative Declaration was prepared for the project based on the
-- Initial Study findings and the determination that the proposed project would not have
a significant effect on the environment subject to the addition on the project of
mitigation measures.

C. A notice of environmental assessment was posted and advertised, and the proposed
Mitigated Negative Declaration was made available for a 21 -day review period
beginning on March 7, 2000, and ending on March 28, 2000, in compliance with the
City's adopted CEQA resolution.
WHEREAS, based upon the foregoing facts and findings, the City Council hereby
determines that:
A. The Transit Maintenance Facility Project, CIP No. F0003 (Master Case No. 00-082)
is in compliance with the California Environmental Quality Act (CEQA), with State
and local CEQA guidelines, and with the City's General Plan and Zoning Ordinance.
B. The proposed Transit Maintenance • Facility Project will not have a significant effect
upon the environment or on resources under the protection of the California
Department of Fish and Game.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Clarita,
California, as follows:
SECTION 1. The City Council hereby approves and adopts the Mitigated Negative
Declaration prepared for the project.
SECTION 2. The City Council hereby directs that a Notice of Determination of Negative
Declaration be filed with the County of Los Angeles and the Governor's Office of Planning &
Research.
SECTION 3. The City Clerk shall certify the adoption of this Resolution.
SECTION 4. This resolution shall be effective immediately upon its adoption.
