HomeMy WebLinkAbout2000-03-28 - RESOLUTIONS - PARKING RESTRICT NEWHALL (2)RESOLUTION NO. 00-4Q_ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA PROVIDING PARKING RESTRICTIONS ON BOTH SIDES OF RAILROAD AVENUE, 5TH, 6TH, 8TH, AND 9TH STREETS, MARKET STREET, AND SAN FERNANDO ROAD IN NEWHALL WHEREAS, the City was requested by the business and property owners in Newhall to provide two-hour on -street parking adjacent to their property; and WHEREAS, the City concurs with this request and believes it is beneficial to those businesses to have two-hour on -street parking in that area; and WHERAS, the City transit needs areas to be designated for bus stops for passenger loading and unloading on Railroad Avenue, immediately north and south of Market Street; and WHEREAS, it is consistent with normal traffic engineering practices to establish a no -stopping, no -parking, and two-hour on -street parking zone in areas where the stopping, standing, or parking of vehicles is dangerous to those using the highway, or the stopping, standing, or parking of vehicles would unduly interfere with the free movement of traffic thereon; and WHEREAS, the City coordinated with the State of California Department of Transportation (Caltrans) the proposed establishment of two-hour on -street parking zones on San Fernando Road, a State highway, and WHEREAS, Section 22506 of the Vehicle Code of the State of California provides for local authorities to prohibit stopping, standing, or parking of vehicles on a State highway, in their respective jurisdiction, if the ordinance or resolution is first submitted to and approved in writing by Caltrans. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES RESOLVE AS FOLLOWS: SECTION 1. That the on -street parking on both sides of the following roads is to be two hours, 7:00 a.m. to 7:00 p.m. daily, except Saturdays, Sundays, and holidays: • Railroad Avenue between 5th and 9th Streets • 5th Street between Railroad Avenue and San Fernando Road • 6th Street between Railroad Avenue and San Fernando Road • Market Street between Railroad Avenue and San Fernando Road • 8th Street between Railroad Avenue and San Fernando Road • 9th Street between Railroad Avenue and San Fernando Road • San Fernando Road between 5th and 9th Streets RESOLUTION NO. 00- 40 March 28, 2000 — Page 2 SECTION 2. That on -street parking be prohibited and the area be designated for City transit bus stops along the east side of Railroad Avenue, north of Market Street for a distance of 372 feet, and along the west side of Railroad Avenue, south of Market Street for a distance of 110 feet. SECTION 3. That on -street parking be prohibited between the hours of 4:00 a.m. and 8:00 a.m. daily, except Saturdays, Sundays, and holidays, and the area be designated for City transit bus stops along the west side of Railroad Avenue, north of Market Street for a distance of 64 feet. SECTION 4. That on -street parking be prohibited between the hours of 4:00 p.m. and 8:00 p.m. daily, except Saturdays, Sundays, and holidays, and the area be designated for City transit bus stops along the east side of Railroad Avenue, south of Market Street for a distance of 220 feet. SECTION 5. That the City's approved resolution shall be submitted to Caltrans for their review and approval and shall be effective immediately after written approval by Caltrans. SECTION 6. That the no -stopping zone, as provided herein, shall apply when appropriate curb markings or signs giving adequate notice thereof have been placed as described in Section 1. SECTION 7. This project shall have approvals from the City of Santa Clarita and Caltrans. PASSED, APPROVED, AND ADOPTED this i8thday of March , 2000. ATTEST: CITY CLERK Resolution.
