HomeMy WebLinkAbout2001-05-08 - AGENDA REPORTS - 2001 SAFE ROUTES GRANT APPS (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented b Mark Yamarone DATE: May 8, 2001 SUBJECT: 2001 SAFE ROUTES TO SCHOOL AND PEDESTRIAN SAFETY PROGRAM GRANT APPLICATIONS DEPARTMENT: Transportation & Engineering Services City Council approve the 2001 Safe Routes to School and Pedestrian Safety Projects List and direct staff to submit completed grant applications to Caltrans by the May 22, 2001 deadline. The State of California is currently accepting applications for two separate grant programs that fund the construction of capital projects to improve pedestrian safety. Both grant programs, Safe Routes to School and Pedestrian Safety, are administered through the California Department of Transportation (Caltrans). Projects seeking funding through these programs must demonstrate the ability to reduce pedestrian injuries and fatalities. Successful projects should also encourage increased walking among students. Projects will compete for the approximately $30 million available to fund projects throughout the state. Staff has identified three projects that are eligible for submittal and that should rank well against the evaluation criteria. Two projects are recommended for submittal for the Safe Routes to School Grant Program, and one project for the Pedestrian Safety Program. Safe Routes to School Program Projects • The first project would construct a pedestrian bridge over Sand Canyon Creek along Lost Canyon Road. Lost Canyon Road is 26 feet wide, without sidewalks on either side. Lost Canyon serves as the only road to access Pine Crest and Sulpher Springs elementary schools. The project would also construct a sidewalk on the north side of Lost Canyon Road from Sand Canyon to Veda Avenue. This project seeks $450,000 in grant funds and would require a $50,000 local match, for a total estimated project cost of $500,000. • The second project would close a 50 -foot -long gap in the existing sidewalk along the west side of Wiley Canyon Road just south of Wiley Canyon School. This project seeks $54,000 in grant funds and would require a $6,000 local match, for a total estimated project cost of $60,000. Pedestrian Safety Program Project The Soledad Canyon Road Sidewalk Gap Closure Project would construct approximately a half -mile of sidewalk improvements along the north side of Soledad Canyon Road west of Camp Plenty. This project seeks $130,000 in grant funds and does not require a local match. The applications are due to Caltrans by May 22, 2001. Caltrans will then review and score each application. Funds will be awarded to projects starting in Fiscal Year 2002. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT There is no immediate fiscal impact from submitting the recommended grant applications. If grant funds are awarded, the projects would be programmed for implementation through the City's Fiscal Year 2002/03 Annual Budget. ATTACHMENT None. AJN:MLY:dis council\ safe routes 01.doc
