SUBJECT: SUPPORT FOR AB 24X - INTERRUPTIBLE POWER
PROGRAM
DEPARTMENT: City Manager
RECOMMENDED ACTION
Adopt a position in support of AB -24X, and direct staff to request support from the
League of California Cities and other effected agencies.
BACKGROUND
In September of 2000, City staff began working with the Chamber of Commerce, the
Valencia Industrial Association, College of the Canyons, local businesses, and Edison to
address the I-6 Interruptible Power Program and its impacts on the Santa Clarita Valley.
The Interruptible Power Program offered schools and community colleges discounted Energy
rates in return to have their power interrupted during Stage 2 and Stage 3 emergencies. These
contracts included provisions ensuring the entities would be able to opt -out of the program
during a specified time period each year. In October 2000, the California Public Utilities
Commission (CPUC) prevented many customers from using this opt -out provision, forcing
many customers to choose between paying extremely high penalties or shutting down
altogether. In January 2001, the CPUC suspended all penalties to current Interruptible Power
Program participants. While schools and community colleges were no longer
fines for keeping the lights on, the fact remains that they have already sperequired to pay
nt thousands of
dollars over the past few months.
Assembly Bill 24X, joint -authored by Assemblymember George Runner, would give relief to
those school districts, community college districts and business currently enrolled in the I-6
Interruptible Program offered by Southern California Edison. AB 24X will allow those
customers enrolled in interruptible programs the opportunity to retroactively opt out of the
program and require the utilities to waive and/or refund any penalties they have incurred
since November 1, 2000.
