SUBJECT: 2001-2002 ANNUAL OVERLAY PROGRAM, PROJECT NO. M0020 —
AWARD DESIGN CONTRACT
DEPARTMENT: Transportation & Engineering Services
RECOMMENDED ACTION
1. City Council award the contract to Willdan for engineering design services for the
2001-2002 annual overlay program in the amount of $64,225.00, and authorize a
15 percent contingency expenditure in the amount of $9,633.75. Funds for this project
have been budgeted in Fiscal Year 2001/2002 in CIP Account No. M0020201-8001.
2. Authorize the City Manager or designee to execute all documents, subject to City
Attorney approval.
BACKGROUND
The annual overlay program is an integral part of the City's pavement management
program. Each year streets are evaluated and identified for the need for overlay.
The annual overlay project will resurface various streets throughout the City to provide a
smoother ride for traffic, enhance the appearance of the area, and extend the economic life
of the roadway. Major arterial, collector, and local streets in the Saugus and Valencia area
have been visually evaluated and identified for overlay.
Staff prepared a Request for Proposals (RFP) for the subject project. Included in the RFP is
the requirement to design the necessary improvements and identify type of pavement
rehabilitation and maintenance needed within the project area. The RFP was sent to firms
on the City's Design Consultants List and was advertised in the newspaper. Three firms
submitted proposals (see Exhibit "B"). Based on technical qualifications and methodology
for the project, Willdan is the recommended firm.
ALTERNATIVE ACTIONS
The City Council may choose to postpone or cancel the project. This action would have a
significant negative impact on the condition of the streets in question. /

FISCAL IMPACT
Adequate funds have been allocated in the Fiscal Year 2001-2002 CIP Budget to cover the
design cost of this project. Funds in the amount of $4,000,000.00 have been budgeted for the
design and construction of the FY 2001/02 Overlay Program, CIP Project No. M0020.
