M0013 — AWARD CONSTRUCTION CONTRACT AND AUTHORIZE A CHANGE ORDER TO DESIGN CONSULTANT CONTRACT DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council award the construction contract for the 2000-01 Annual Slurry Seal Program, Project No. M0013, to Valley Slurry Seal Company in the amount of $672,511.32, and authorize a 15 percent contingency expenditure in the amount of $100,876.70; authorize a change order to the design contract of Pavement Engineering Inc. (PEI) to include construction inspection in the amount of $53,500.00, and authorize a 15 percent contingency expenditure in the amount of $8,025.00; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Slurry Seal project involves the surface preparation and application of emulsion slurry seal to seal cracks, enhance skid resistance properties, and increase pavement life. The streets to be included in this program are within the Saugus and Canyon Country areas. Area maps and street lists for Saugus and Canyon Country are included in Exhibits "A" and "B," respectively. On July 11, 2000, the City Council authorized the advertisement for bids for the 2000-01 Annual Slurry Seal Program, Project No. M0013, and for the Annual Overlay Program, Project No. M0012. Because portions of the work for both of these projects were planned for the same vicinity, the overlay was constructed first. After the completion of the overlay, the weather became too cold to properly apply slurry; therefore, the slurry project was postponed until spring. On April 24, 2001, the City Clerk's Office received bids for the project (see Exhibit "C," Bid Results). The lowest bid was submitted by Valley Slurry Seal Company in the amount of $672,511.32. After reviewing the bid summary, staff verified the apparent low bidder's contractor's license, sureties company, and project references. Based on the investigation, staff recommends awarding the construction contract to Valley Slurry Seal Company. To ensure efficient and proper procedures in constructing the project, a full-time inspector is required to deal with the day-to-day issues and to respond quickly to citizens' concerns regarding the Slurry Seal project. These costs were anticipated and specifically identified in the Fiscal Year 2000-01 budget. PEI was responsible for the field review and recommendations on the type of maintenance treatment for the streets scheduled in the 2000-01 Annual Slurry Seal Program. Their familiarity with this project and extensive experience in construction management and inspection will benefit the program. Staff recommends adding construction inspection to the contract of PEI with a change order in the amount of $53,500.00. Completion of construction is estimated to be in 60 working days. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT The expenditure for the proposed 2000-01 Annual Slurry Seal Program in the amount $1,246,610.00 is funded in Fiscal Year 2000-01 in the following accounts: M0013001-8001 $ 48,459.00 M0013201-8001 $1.198.151.00 Total $1,246,610.00 $325,000.00 of the above total will be re -appropriated to the Fiscal Year 2001-02 Annual Overlay Program.
