17 "ZONING" OF THE UNIFIED DEVELOPMENT CODE (UDC)

RECOMMENDED ACTION
The City Council open public hearing, receive staff presentation, receive public testimony,
close the public hearing, discuss and adopt a resolution to adopt the negative declaration,
introduce an ordinance, and pass to second reading on February 13, 2001.
BACKGROUND
On December 19, 2000, the Planning Commission held a public hearing regarding Master
Case 00-397, a request to modify various sections of the Unified Development Code. On
January 16, 2000, the Planning Commission held a public hearing regarding Master Case
00-462; a request to modify the Downtown Newhall Special Standards District within Title
17 "Zoning." The Planning Commission voted unanimously to recommend approval to the
City Council on both items.
ANALYSIS
Planning staff periodically reviews the Unified Development Code regarding issues and
new regulations that arise. Planning staff coordinated with other departments and
divisions, including Redevelopment, Code Enforcement and Building and Safety to collect
the proposed changes identified on Exhibit A and B. The Ordinance contains changes to
the UDC amending portions of Title 16 and Title 17, which include the Subdivision,
Administration and Zoning sections of the code. The amendments to the Unified
Development Code also include new regulations based on comments that planning staff has
received from the public, Planning Commission and City Council.
The sections which have proposed modifications (Exhibit A and B) are: Park Fees and
Dedication Requirements, Administration, Definitions, Permitted Use Charts, Property
Development Standards, Special Zones and Standards, Special Uses and Standards,
Parking Standards, Downtown Newhall Special Standards District and Sign Regulations.

Some of the proposed amendments include new language under Hearings and Notifications
to distinguish between the types of hearings and meetings that the City conducts. The
section currently identifies one category of hearing, the new language would add public
meetings, public hearings and administrative hearings and the noticing requirements.
Under Animal Keeping, types of structures have been modified to include barns, corrals,
training arenas to provide consistency with enforcement. An allowance for the keeping of
cats has been added to the animal keeping matrix with a maximum number of cats
permitted depending on square footage of the site. In addition, the footnote pertaining to
the number of dogs permitted if spayed or neutered has been removed and a section will be
added to Title S "Animals" of the Municipal Code for additional cats and dogs providing the
animals are altered.
Density bonus requirements would also be changed to allow affordable housing projects
within hillside areas by eliminating the requirement that the project site not be located
within a hillside area provided the proposal meets all of the hillside regulations.
Shared parking has been modified to further define and indicate specific requirements for
shared parking requests. The new language would require a complete parking analysis
subject to review by the Planning Commission.
Downtown Newhall Special Standards District requirements for wall signage would be
changed to permit additional sign height in proportion to the building frontage.
Other changes are proposed to clean-up and clarify existing language within the code. See
attachment A and B for a complete list of proposed modifications.
ALTERNATIVE ACTIONS
1. Council may choose not to adopt the proposed resolution and not introduce the
proposed ordinance.
2. Other direction as determined by the City Council.
FISCAL IMPACT
No fiscal impacts are anticipated with this proposal.

PUBLIC NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City of Santa Clarita to consider
Master Case 00-397 and 00-462 / UDC Amendments 00-003 and 00-004 to amend and clarify
various sections of the Unified Development Code. The project is citywide in the City of to
Clarita, California.
The hearing will be held by the Santa Clarita City Council in the City Hall Council Chambers,
23920 Valencia Blvd., lot Floor, on the 23" day of January, 2001, at or after 6:30 p.m.
Proponents, opponents, and any interested persons may appear and be heard on this matter

SUMMARY OF CHANGES
The following is a summary of significant changes to the Unified Development Code (UDC),
known as Sections 16 and 17 of the City's Municipal Code. The proposed amendments in their
entirety are attached to Ordinance (a) (attached).
Title 16, Subdivisions
The existing dedication formula chart would be deleted and the Department of Housing
population estimates will be used to determined the average number of persons per unit
Title 17. Zonine
• Public hearing, administrative hearing and public meetings would be clearly distinguished
under administration along with noticing requirements for each type of hearing or meeting
before the Planning Commission
• A letter describing a basis for appeal would be required for all appeal requests to the
Planning Commission and City Council
• The definition for accessory structure would be modified to clarify no cooking facilities are
permitted in accessory structures unless the structure is a secondary unit
• A definition for flag lot would be added under the definition section
• New single-family residential development would be required to provide one front yard
tree per unit
• Trails in the Sand Canyon and Placerita Canyon Special Standards Districts will be
required to be provided for new developments in accordance with the Parks Master Plan
• The Downtown Newhall Special Standards District would be modified to permit additional
sign height within the downtown redevelopment area
• Cats would be added under the keeping of animals matrix permitting up to eight cats
depending on the size of the lot
• Solar panels would be added to the requirements for satellite dishes
• Vehicle stacking would be added to the chart to include auto related uses
• Under single-family residential parking, a requirement that the space will remain
unobstructed would be included
• Shared parking requirements would be expanded to require specific information for all
requests that would be heard before the Planning Commission
