SUBJECT: INTERIM APPOINTMENT OF THE COMMUNITY ENERGY
ADVISORY COMMITTEE MEMBERS
DEPARTMENT: Field Services
RECOMMENDED ACTION
City Council set forth and approve interim appointments to the Community Energy Advisory
Committee and direct staff to initiate regularly scheduled meetings.
BACKGROUND
At the City Council meeting of June 26, 2001, Council directed staff to solicit interested
community members to form the Community Energy Advisory Committee. This committee will
consist of five community members appointed by the City Council, two City Council members,
and two staff members and an employee of Southern California Edison to act as an ex -officio
member. The selected committee, in partnership with the energy advisor, will address the City
Council concerns regarding the supply and pricing of energy, and evaluate energy options
available to the City given our unique community profile.
Committee members were solicited via advertisements in the local newspapers, the City's web
site, broadcast message, and channels 6 and 20. Potential committee members were requested
to submit a maximum two-page letter of interest to the City Clerk of the City of Santa Clarita
stating their background and what resources they bring to address the issue, as well as three
references. Submittals were evaluated on the following criteria:
• Knowledge of energy crisis and Santa Clarita profile.
• Background expertise related to energy or technical fields.
• Vision and innovation.
• Ability to build consensus.
The proposed Community Energy Advisory Committee is anticipated to work in partnership
with City staff and energy advisors to review and recommend a course of action to respond to
the energy crisis, set forth a mid-range and long-range strategic action plan to address energy
pricing, ensure supply, and enhance the economic viability of the community. Furthermore,
the committee will specifically address the feasibility of establishing a municipal utility.

Upon establishment of the committee, members will be requested to review the following
options:
• Remain with the current provider.
• Purchase energy from an alternative provider, including municipal utilities, with
recommendations on how best to structure such a purchasing contract.
• Participate in a joint powers or other cooperative agreement with other local municipalities,
including recommendations on how to structure an agreement.
• Aggregation, for the City's needs, as well as an analysis of the pros and cons of the City
becoming an aggregator for the community.
• Evaluate the feasibility of municipalization, including an evaluation of the alternative
energy sources which the City, as a municipal power provider, could consider delivering.
• Other alternative approaches the selected consultant recommends as warranting review.
Upon appointment, it is anticipated that the interim committee will meet regularly during the
summer months, and provide the City Council with a recommendation on a course of action at
the City Council meeting of September 11, 2001.

is appropriated in Account No. 5100-8001.

NOTICE IS HEREBY GIVEN that the City of Santa Clarita encourages interested people to
apply for a position on the Community Energy Advisory Committee which will assist in
evaluating options pertaining to energy in the community.
The Committee has recently been formed by the City Council, is made up of 9 members with
the following representation:
5 community members;
2 City Council members;
the City Manager;
the Director of Transportation & Engineering Services;
with a representative of Southern California Edison serving as an ex -officio member.
If you are interested in serving on the committee, please submit a maximum 2 -page letter and 3
references to the City Clerk of the City of Santa Clarita, by 12:00 p.m. on July 2, 2001.
