BACKGROUND ROUND The City of Santa Clarita's original Architectural Design Guidelines were adopted by the City Council in 1998. At the time, the City Council expressed the desire to have staff develop architectural design guidelines to be utilized as a supplement to the Unified Development Code (UDC). The guidelines served as additional measures of good quality design on future development projects reviewed by staff. At the February 6, 2001 City Council Study Session, the Council raised concerns regarding the design of new construction projects in the City. They expressed a desire to establish a committee to address issues related to the design of development projects. This Committee consists of the following members: Laurene Weste - Mayor Cameron Smyth - Councilmember Tim Burkhart - Planning Commission Chairperson Rick Winsman - Planning Commissioner Duane Harte - Parks & Recreation Commissioner Susan Ostrom - Canyon Country Better than Ever Committee (former member) Tom Ganim - Saugus Action Committee HEV IVSD l�enda Item: /,� City Council Meeting December 11, 2001 Page 2 of 2 The role of the committee representatives is to make recommendations on design related issues, including the Draft Architectural Design Guidelines, and report back to their entire committee/group (i.e. City Council, Planning Commission, etc.). On July 12, 2001, the Design Committee had a kickoff meeting to discuss the City's existing design review process and the proposed update to the Architectural Design Guidelines. The Design Committee will meet again on December 10, 2001 to have a "hands-on" working session to review the Draft Architectural Design Guidelines with the City's architectural consultant, and planning staff. The City's architectural consultant will take the feedback from this meeting and make changes accordingly. Once the changes are made, planning staff will route the Architectural Design Guidelines to the Development Review Committee (DRC) and meet again with the Design Committee to review the changes. Upon completion of this step, the proposed document will be presented to the Planning Commission and City Council for final approval with the Design Committee and DRC recommendations. At the City Council meeting of December 11, 2001, a presentation will be made to the Council that will serve as an update of the Architectural Design Guidelines and the comments from the Design Committee meeting of December 10, 2001. PROJECT DESCRIPTION The Design Guidelines will serve as a tool for developers/designers to address community design concerns. Some aspects of the Architectural Design Guidelines include building height, architectural styles, building orientation, green building design features, building massing, and building materials. The Architectural Design Guidelines will be a clear, concise, user-friendly document that will include updated illustrative examples and photographs. Information collected during the public outreach process for the development of the Santa Clarita Architectural Design Guidelines that included key -person community interviews, existing design guidelines, design guideline survey, Downtown Newhall Special Standards District Guidelines, the General Plan, and the Unified Development. The guidelines will describe the design review process, citywide goals and objectives, site planning concepts, and architectural design guidelines. It will consist of three parts including multi -family residential, non-residential (primarily commercial), and industrial guidelines. Additionally, a project review checklist will be developed to assist staff in the review of future projects. The design guidelines will help to define and illustrate the desired architectural styles within each community. ALTERNATIVE ACTIONS There is no alternative action.
