SUBJECT: PEDESTRIAN ACCESS IMPROVEMENTS TO BUS STOPS
PHASE II, PROJECT NO. TOO14, STPLER 5450-017 — AWARD
CONTRACT FOR DESIGN SERVICES

ILECOMMENDED ACTION
City Council award the design services contract for the Pedestrian Access Improvements to
Bus Stops — Phase II, Project No. TOO 14, STPLER 5450-017, to Albert Grover & Associates
in an amount not to exceed $67,134.00 and authorize a 10 percent contingency expenditure
in the amount of $7,000.00; and authorize the City Manager or designee to execute all
documents, subject to City Attorney approval.
BACKGROUND
As a request for federal assistance in 1997, a project application was submitted to the
Metropolitan Transportation Authority (MTA) for traffic improvement funding as a goal to
increase pedestrian safety and access to transit stops in the City. The application consists
of installing five pedestrian -actuated traffic signals where no traffic control currently
exists, and installing missing sidewalk links at approximately 15 bus stops.
The design portion for Phase I of the project is complete and ready for bids. Currently, the
City is anticipating a letter of authorization from Caltrans to proceed with construction.
During the bidding process, City staff will make every effort to draw the participation from
local contractors through local newspaper advertisements, the Chamber of Commerce, and
other mass media. The work consists of three traffic signal improvements along
Soledad Canyon Road at the intersections of Oak Spring Canyon Road, Flower Park Drive,
and Poppy Meadow Street. The construction for Phase I should commence in May 2001 due
to traffic signal equipment procurement, which normally takes approximately 18 weeks.
This item is for the selection of a design consultant for Phase II to complete all remaining
design elements for the project. This project encompasses features that were identified for
improvement as outlined in the project application submitted to the MTA. The items
identified include the installation of two remaining traffic signals as well as an interconnect
system from Sand Canyon Road to Shadow Pines Boulevard, and all missing sidewalk links
at approximately 15 bus stops. The design portion of Phase II will be completed by June
2001. Construction for Phase II will commence by September 2001.

Staff mailed a Request for Proposals (RFP) to 22 qualified design firms. Seven firms
submitted written design proposals to the City. Staff evaluated all proposals in accordance
with the requirements in the RFP. From these seven firms, staff interviewed the top three
design firms (see Exhibit "A7). Staff determined that Albert Grover & Associates would
best fulfill the Citys needs for the project. Therefore, staff recommends awarding the
contract to Albert Grover & Associates.

FISCAL IMPAC
Sufficient funds have been budgeted in Account Nos. T0014452 ($70,000.00) and T0014201
($30,000.00) for Fiscal Year 2000/01.
