S ri BACKGROUND In 1999, the City and the Los Angeles County Department of Public Works agreed to prepare a comprehensive revision to the Bouquet Canyon, Eastside, Via Princessa, and Castaic Bridge and Major Thoroughfare (B&T) Fee Districts in order to provide sufficient revenue to finance full highway improvements and alleviate traffic impacts anticipated from new development. The Eastside and Bouquet Canyon B&T Districts are within the jurisdiction of both the County of Los Angeles and the City of Santa Clarita. The Via Princessa District is entirely in the City of Santa Clarita, and the Castaic District is entirely within the jurisdiction of Los Angeles County. A contract was awarded in September 1999 to Sikand Engineering to prepare the B&T District Fee Updates. The consultant has prepared cost estimates for the needed improvements within each district and has estimated the number of units to be developed in each district. Over the past two years, the City's Transportation & Engineering Services Department has been working with the County's Land Development Division to update these four B&T Districts in the Santa Clarita Valley. The proposed fee updates will assess new development an equitable share of the costs to provide necessary bridges and major thoroughfares that have been identified in the revised Circulation Element of the General Plan. In the past, the fees established in these four B&T Districts were based on very limited roadway improvements. Agenda Item: 04 BRIDGE AND MAJOR THOROUGHFARE FEE DISTRICT UPDATE October 2, 2001 — Page 2 The proposed improvements may include right -of way, grading, paving, curb, gutter, signage, street lighting, medians, trail, storm drains, traffic signals, and interconnect, as well as bridge, interchange, and intersection improvements. The cost estimates were prepared based on the list of identified improvements and include costs for traffic control, erosion control, and soft costs for design and construction administration. In September 1999, in anticipation of the fees increasing as part of the B&T District Updates, the City implemented an interim fee Of $10,000 per factored development unit (one single-family home) to be collected as a condition of approval of a final map or as a condition of issuing a building permit. This interim fee only applies to new developments within City jurisdiction, and requires that the developer pay additional fees if the final approved B&T fees are greater than the interim fee collected. The City and County are now prepared to begin the public participation portion of the B&T District update. Staff is proposing to form a B&T Update Subcommittee comprised of representatives from the Valley's development community, as well as staff from the City and County. Public meetings would also be held for each B&T District to present the proposed fee update and to receive comments from the affected property owners and interested community members. Staff anticipates the first meeting of the B&T Update Subcommittee to occur in October, with the public meetings in the individual districts to be held in November.
