ENFORCEMENT BLOCK GRANT 6

RECOMMENDED ACTION
1. Approval of application for the Bureau of Justice Assistance Local Law Enforcement
Block Grant in the amount of $144,037, and authorize City Manager, or designee, to
complete required application and subsequent documents and to execute any contracts,
change orders, or amendments arising out of this program, subject to City Attorney
approval.
2. Establish estimated revenues in the Bureau of Justice Assistance Local Law
Enforcement Block Grant 6, account number 108-5267 for $144,037, and transfers in
account number 108-6801 for $16,004.
3. Authorize $16,004 to be transferred from City Council Contingency account number
1240-7401 to transfers out, account number 001-9501 for the required cash match.
4. Appropriate $2,000 to account number 74951-7011 and $158,041 to account number
74951-8110.
BACKGROUND
In June 2001, the Bureau of Justice Assistance announced the availability of funding for
the Local Law Enforcement Block Grant Program. The City of Santa Clarita is eligible for
a direct award of $144,037. The grant requires a cash match by the City of $16,004, for a
total program budget of $160,041.
The purpose of the Local Law Enforcement Block Grant is to provide local jurisdictions with
opportunities to reduce crime and improve public safety. This is done through the
implementation of diverse strategies ranging from addressing the issue of violent juvenile
crime to establishing crime prevention programs involving cooperation between residents
and law enforcement personnel.
Agenda Item:
Since 1996, the City of Santa Clarita has received funding from the Bureau of Justice
Assistance Local Law Enforcement Block Grant program for summer bike patrol, truancy
sweeps, alcohol enforcement, targeted DUI checkpoints, and the Community Interaction
Team. Funding from Local Law Enforcement Block Grant 6 will replace existing funding as
prior grants end, and will enable Santa Clarita to continue supporting community-based
policing and Santa Clarita's Community Interaction Team. The grant stipulates that
funding must be used for activities above and beyond the regular duties of the Santa
Clarita Valley Sheriffs Station.
The grant also requires an advisory board that includes representation of groups with
recognized interest in criminal justice and crime, or substance abuse, prevention, and
treatment. The Prevention Policy Board, an existing committee, will be assigned as the
oversight board to comply with government requirements.
ALTERNATIVE ACTIONS
1. Decline grant funding.
2. Other direction as determined by City Council.
FISCAL IMPACT
The anticipated cost of this program is estimated to be $160,041. The grant award of
$144,037 requires a cash match of $16,004 requested from the City Council Contingency.
