RECOMMENDED ACTION
City Council award the construction contract for the Pedestrian Access Improvements to
Bus Stops, Phase I, Project No. T0014, STPLER 5450-017, to the second lowest bidder, L.A.
Signal, Inc., in the amount of $242,610.00 and authorize a 10 percent contingency
expenditure in the amount of $25,000.00; approve the request to withdraw the bid by the
first lowest bidder, Prism Engineering, Inc., and the release of the bid bond; approve
Program Supplement Agreement No. M010 for STPLER-5450(017), E.A. No. 07-931689;
and authorize the City Manager or designee to execute all documents, subject to
City Attorney approval.
BACK— GRoUND
The goal of this project is to increase pedestrian safety and access to transit stops in the
City. The scope of work consists of installing five pedestrian -actuated traffic signals where
no traffic control currently exists, and installing missing sidewalk links at approximately
15 bus stops.
This project is for Phase 1 of the two construction phases to be completed. The scope of
work includes the installation of three traffic signals on Soledad Canyon Road at the
intersections of Oak Spring Canyon Road, Flowerpark Drive, and Poppy Meadow Street,
and sidewalk improvements to bus stops.
On August 22, 2000, the City Council approved the Memorandum of Understanding (MOU)
with the Metropolitan Transportation Authority (MTA) and Caltrans for federal TEA
funding. In July 2000, the MTA approved the MOU and forwarded it to Caltrans for the
obligation of federal funds in the amount of $400,000.00. Caltrans reviewed the design and
construction documents, and authorized to proceed with the construction phase on
January 12, 2001 (Exhibit "D").

The City and the State of California executed Master Agreement No. 07-5450 for federal -aid
projects on January 25, 2001. Supplements to this Master Agreement formalize the
financial responsibilities and provisions for ARecific federal -aid projects. Program
Supplement No. M010 for STPLER-5450(017), E.A. No. 07-931689 is the specific agreement
for the Pedestrian Access to Bus Stop Improvements.
Program Supplement No. M010 provides for the funds necessary to reimburse the City for
costs associated with this project. Upon the City Council's approval of this specific program
supplement, the City Manager or his designee is directed to execute this agreement.
As part of the direction to the contractor regarding construction, substantial constraints
and controls have been established in the construction documents to reduce potential
impacts on the local traffic and homeowners during the construction phase. Construction is
scheduled to start in April 2001, and anticipated to be completed within 40 working days

The traffic signal plans, specifications, and estimates for Phase I have been prepared and
are available for review in the offices of the City Clerk and the City Engineer. On
February 27, 2001, seven bids were received by the City Clerk's office (Exhibit "C"). The
lowest bidder, Prism Engineering, Inc., requested the withdrawal of their bid due to
calculation error (Exhibit "G"). Therefore, the next lowest responsive bidder is L.A Signal, a
Inc. in the amount of $242,610.00.
Staff recommends that the project be awarded to L.A.Signal, Inc., the second lowest
responsive bidder. L.A. Signal, Inc. possesses a State Contractor's License and is in good
standing with the State Contractor's License Board. The bid of $242,610.00 was reviewed
for accuracy and conformance to the contract documents and was found to be complete. The
references indicated that this contractor has performed work to their satisfaction.

EXECUTION OF MASTER AGREEMENT NUMBER 07 -Wo
FOR FEDERAL AID pROJECTS
WHEREAS, the Congress of the United States has enacted the Intermodal Surface
Transportation Efficiency Act r gra to fund programs which include, but are not limited to,
the Improvement
Transportation Program (RSTP), the Congestion Mitigation and Air Improvement Program (CMAQ), the Transpol Cation Enhancement Activities pro Quality
and the Bridge Replacement and Rehabilitation Program (HBRR) [collectively the Proms (TEA),
and
"Programs -1,
WHEREAS, the Legislature of the State of California has enacted legislation by which certain
federal funds (RSTP and CMAQ) may be made available for use on local transportation facilities
of public entities qualified to act as recipients of these federal funds in accordance with the
intent of federal law; and
WHEREAS, before federal aid will be made available for a specific program project, the City of
Santa Clanta and State are required to enter into an agreement relative to prosecution of said
Project and maintenance of the completed facility.
NOW, THEREFORE, THE CITY COUNCIL OF THE
as follows: CITY OF SANTA CLARITA does resolve
SECTION 1: State -Local Master Agreement Number 0? -5450, as modified November 29, 1995,
for federal aid projects is hereby approved.
SECTION 2: The City Manager, or his designee,
Local Master Agreement and all future prograis hereby authorized to execute the said State -
supplements to this agreement upon review
and approval by the City Council of Santa Clarita.
SECTION 3: The City clerk shall certify to the adoption of this Resolution.
