Caravalho, City Manager DATE: July 3, 2001 SUBJECT: BUS STOP SHELTERS AND BE CHES UPDATE RECOMMENDED ACTION City Council authorize staff to pursue renewal of the existing bus shelter and bench contracts; and direct the City Manager to return to the City Council for authorization to initiate the Request for Proposals process for enhanced bus shelter and bench amenities. BACKGROUND In 1995, the City of Santa Clarita entered into two revenue -neutral contracts to install and maintain bus benches and shelters within the City limits. Eller Media owns and maintains the shelters in the City, and Coast United Advertising owns and maintains the benches. Each company has advertising and non -advertising locations, and the companies also provide public service message space that is administered by the City. The firms earn revenue by selling advertising space, and in return, provide the capital costs, installation, and maintenance for their respective bench/shelter locations. The current agreements provide approximately 65 shelters, 254 benches, and 50 trashcans to a system of about 650 bus stop locations. The initial contracts covered a five-year period with four one-year contract extensions. The City has exercised two of those extensions. The current contract extension will expire in January 2002. If the City does not wish to renew one or both contracts, the respective contractor(s) must be notified by October 1, 2001. The contractor then has 90 days to remove the benches and/or shelters from the City. Each contractor has acted in good faith to maintain, clean, and replace damaged shelters and benches. Apart from maintaining the status quo, the City could pursue other arrangements at this point in time. Conclusion/Discussion Santa Clarita Transit boarded nearly three million passengers last year. Based upon ridership trends over the past ten years, that number will continue to increase. The City currently does not have a system in place to address bus stop maintenance issues systemwide. The current Agenda Item BUS STOP SHELTERS AND BENCHES UPDATE July 3, 2001 Page 2 contracts for bench and shelter maintenance satisfy existing needs at current locations. Continuing the contracts as they are written will provide basic service to major bus stops along the core segments of the transit system. Alternatives must be explored if bus stop amenities are to be increased. ALTERNATIVE ACTIONS No alternative actions have been identified. FISCAL IMPACT None by this action. ATTACHMENTS None.
