SUBJECT: RESOLUTION IN SUPPORT OF THE CALIFORNIA CLEAN
WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS, AND
COASTAL PROTECTION ACT OF 2002, ASSEMBLY BILL 1602
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
1. City Council adopt resolution in support of the California Clean Water, Clean Air, Safe
Neighborhood Parks, and Coastal Protection Act of 2002, Assembly Bill 1602 (AB 1602).
2. City Council direct staff to convene a meeting with our elected representatives to review the City's
goals and projects in preparation for the passage of the California Clean Water, Clean Air, Safe
Neighborhood Parks, and Coastal Protection Act of 2002.
BACKGROUND
Assembly Bill (AB) 1602, the California Clean Water, Clean Air, Safe Neighborhood Parks, and
Coastal Protection Act of 2002 was chaptered by the California Secretary of State on October 14,
2001. AB 1602 is to be scheduled for the 2002 primary election on the March 5, 2002 ballot. This bill,
if adopted, will provide that State General Obligation Bonds in the amount of $2,600,000,000 be sold
for the purposes of financing the programs outlined in the Assembly Bill. This Bill is similar to
Proposition 12, which the Council supported in the general election of 2000. The Bill provides funds
for state and local parks, state conservancies, a limited number of specific projects, and distributes
funds on a per capita basis and by competitive grants managed by the State Department of Parks.
ALTERNATE ACTION
1. City Council decline support for California Clean Water, Clean Air, Safe Neighborhood Parks, and
Coastal Protection Act of 2002, Assembly Bill 1602 (AB 1602).
2. Other action as directed by Council.

Parks, and Coastal Protection Act of 2002
Under existing law, programs have been established pursuant to bond acts for, among other
things, the development and enhancement of state and local parks and recreational facilities.
This bill would enact the California Clean Water, Clean Air, and Safe Neighborhood Parks, and
Coastal Protection Act of 2002, which, if adopted, would authorize, for the purpose of financing
a program for the acquisition, development, restoration, protection, rehabilitation, stabilization,
reconstruction, preservation, and interpretation of park, coastal, agricultural land, air, and
historical resources, as specified, the issuance, pursuant to the State General Obligation Bond
Law, of bonds in the amount of $2,600,000,000. The bill would declare that it is to take effect
immediately as an urgency statute.
