CENTRAL PARK PHASE II — PROJECT NUMBER P4004 —
AUTHORIZATION TO AWARD CONSTRUCTION CONTRACT
Parks, Recreation, and Community Services
1. City Council award a contract for construction of Central Park Phase II — Project P4003, per plans
and specifications provided by RJM Design Group, Inc., to Terra -Cal Construction, Inc., in the
amount of $1,727,353.60, which includes a 10% contingency for change orders.
2. City Council authorize entering into a contract with Willdan Associates (Willdan) for construction
inspection services in an amount not to exceed $60,000.00.
3. City Council authorize a payment to Castaic Lake Water Agency in an amount not to exceed
$500,000.00 for water connection fees.
4. City Council authorize an increase of the construction contract by $50,000 for roadway paving on
the existing perimeter roadway.
BACKGROUND
In the Fiscal Year 2000/2001 Budget, City Council approved the design and construction of Central
Park Phase II — Project Number P4004. Staff has completed the design phase, and at the February
13, 2001 City Council meeting, the Council authorized staff to advertise a notice inviting bids for the
construction of Central Park Phase II.
On March 29, 2001, the City Clerk publicly opened 13 bids, and Terra -Cal Construction, Inc., was
determined to be the lowest responsible bidder. The following is a listing of all Contractors that

Central Park Phase II will include four sports fields, landscape and irrigation, a restroom and picnic
area, parking lot, a right -turn lane in and out of the site, modification to the park entry, and the
infrastructure to support this phase of construction.
Park's staff has interviewed several consultant firms that provide construction inspection services.
Based on Willdan's knowledge and experience, staff recommends that Willdan provide construction
inspection for Central Park Phase II Project. Willdan's inspectors will provide daily construction
inspection and quality control during the construction and maintenance period.
Construction is expected to be completed in the Spring of 2002.

FISCAL IMPACT:
Funds are budgeted and available in Fiscal Year 2000/2001 Budget in Account Numbers: P4004-001,
P4004-213, F4001-001 and 7350-8110, totaling $2,459,580.45.
