SUBJECT: CENTRAL PARK PHASE II EXPANSION — PROJECT NO. P4004
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
1) City Council approve and authorize the City Manager to execute a contract with RJM
Design Group, Inc., subject to City Attorney approval, for an amount not to exceed
$150,000.
2) Authorize the payment of the required connection fee to the Castaic Lake Water
Agency, for an amount not to exceed $250,000.
3) Authorize entering into a contract with Leighton Associates for geotechnical services,
for an amount not to exceed $40,000.
4) Authorize the City Manager to negotiate a change order for the construction of Phase II
expansion with Terra -Cal Construction, Inc., for an amount not to exceed the City
Council approved budget of $1,400,000, less the sum of actual negotiated amounts
resulting from actions 1, 2, and 3. In no case will the amount available for construction
be less than $960,000.
The funds have been budgeted in Fiscal Year 2001-2002 in Account Number P4004001-
8001.
BACKGROUND
The City Council appropriated funding in the 2000/01 budget to design and construct the
Central Park Phase II project. Staff has completed the bidding process, and a Phase II
construction contract was awarded to Terra -Cal Construction, Inc., by the City Council on
April 24, 2001.
During the Fiscal Year 2001/2002 budget process, City Council approved an additional
$1,400,000 for the expansion of Central Park Phase II. The expansion is expected to
include 5-6 acres of irrigated turf with trees, parking lot, site amenities, storm drain and
infrastructure to support the remaining build out of Central Park. Should the budget

allow, staff will attempt to negotiate the installation of the parking lot lighting and field
lighting for two of the sports fields.
Terra -Cal Construction, Inc. has expressed a willingness to merge the construction of Phase
II and the expansion project utilizing their originally bid unit prices. This approach will
allow the City to complete the expansion portion much sooner than if it were a stand alone
project. Staff anticipates the construction of Phase II, including the expansion, to be
completed in Summer 2002. The expansion will bring the Phase II project to just over 20
acres, and is consistent with the Central Park Master Plan developed by the Community.

City Council not award design contract at this time.

FISCAL IMPACT
Funds for this expenditure are comprised of $1,400,000 in General Funds. These funds
have been budgeted in Account Number P4004001-8001 in Fiscal Year 2001-2002.
