HomeMy WebLinkAbout2001-01-09 - AGENDA REPORTS - CIP BUDGET MOD (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: DATE: January 9, 2001 SUBJECT: PROPOSED MODIFICATIONS TO THE FISCAL YEAR 2000-2001 CAPITAL IMPROVEMENT PROGRAM BUDGET DEPARTMENT: Transportation & Engineering Services City Council approve a change order to the existing contract with DMJM in the amount of $165,000.00 for additional design and construction administration services for the McBean Transfer Station, Account No. T1007206-8001; approve a change order to Padilla Paving for an amount not to exceed $250,000.00; approve a budget transfer of $200,000.00 from the McBean Transfer Station project, Account No. T1007001-8001 to the West Newhall Sidewalk Improvement program, Account No. S2041001-8001; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND McBean Transfer Station, Project No. T1007 The McBean Transfer Station will be located on Valencia Boulevard west of McBean Parkway, adjacent to "The Greens" development. This project will provide for bus -to -bus transfers for patrons using the Santa Clarita Transit system. Given its location, the transfer station will allow for the restructuring of bus routes, resulting in a daily reduction of 324 bus miles (96,348 annually). The scope of work for the McBean Transfer Station project is to include a pedestrian island with space to park 12 buses. Additional features will include passenger amenities and interconnection with local pedestrian access. On September 12, 2000, the City Council approved the plans and specifications, and authorized the advertising for bids for the construction of improvements for the McBean Transfer Station. Currently, staff is waiting for the completion of the State and Federal approval process on the City's recently appropriated funding from the Metropolitan Transportation Authority's (MTA) Abbreviated Call for Projects, amounting to $1,035,000.00 for construction of the subject project. Failure to obtain this approval may result in a loss of funding. Federal approval is required for local agencies to advertise for bids for a project. In addition, under City Council's direction, staff has authorized the Gas Company to relocate the high-pressure pipeline off the project site. Currently, the Gas Company has completed the design, procured the materials, and will have the pipeline relocated prior to construction starting on the transfer station. The additional MTA Call for Projects funding will help DOOtnj AM OWED � � PROPOSED MODIFICATIONS TO THE FISCAL YEAR 2000-2001 CAPITAL IMPROVEMENT PROGRAM BUDGET January 9, 2001— Page 2 reimburse the City's General Fund for the gas line relocation costs, as well as help construct the canopies, which were not part of the original project scope; and otherwise, would have been postponed or eliminated. As part of the pipeline relocation efforts, and given the design upgrades required due to the newly discovered subsurface conditions in the vicinity of the project, DMJM, the design consultant, has provided additional services and encumbered costs above and beyond the original contracted amount. Also, construction administration services of the design team, not included in the original contracted scope of work, will be added to the project. Construction administration services are crucial to multi -disciplined projects, allowing for the continuous involvement of the design team, and include such tasks as providing clarifications of design details to the contractor, reviewing submittals of architectural materials prior to their installation, and resolving design conflicts brought to light in the field. West Newhall Sidewalk Improvement Program, Project No. 52041 As part of the Fiscal Year 1998-99 budget process, the City Council directed staff to execute a Community Development Block Grant (CDBG) Section 108 Loan with the Department of Housing and Urban Development (HUD). The Section 108 Loan, originally approved in the amount of $2.2 million, was secured by the City for the purpose of completing curb, gutter, and sidewalk improvements within the community of West Newhall. Based upon the Engineer's original project cost estimate, it was determined that the City would only be required to draw down $2 million of the total funds made available through the Section 108 Loan. During the construction process, homeowners residing within the area requested several modifications be made to the original design of the project in order to enhance the aesthetic quality of the neighborhood. In meeting with the community to discuss their thoughts on how to improve the overall aesthetic value of the project, staff determined their requests were appropriate and would enhance future opportunities for secondary private investment with West Newhall. At this time, staff is requesting that the City Council' authorize a change order to the construction contract with Padilla Paving in the amount of $250,000.00, and approve a budget transfer from the McBean Transfer Station to the West Newhall Sidewalk Improvement program to facilitate the completion of this project. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT The Architect's Estimate for the construction of the McBean Transfer Station is $3,250,000.00, including the Gas Company's pipeline relocation, the canopies, and construction administration. PROPOSED MODIFICATIONS TO THE FISCAL YEAR 2000-2001 CAPITAL IMPROVEMENT PROGRAM BUDGET January 9, 2001— Page 3 Project funds in the amount of $2,483,774.00 were previously approved by the City Council during the Fiscal Year 2000-2001 budget process. An additional $1,035,000.00 in project grant funding is anticipated for approval in February 2001 through the recent MTA Call for Projects, making available a total of $3,518,774.00 for the McBean Transfer Station. At this time, staff anticipates that the availability of MTA Call for Project Funds will provide sufficient project savings to facilitate the transfer of funds from the McBean Transfer Station project to the West Newhall Sidewalk Improvement program.
